This will be one of the first events of Roy Davs, planned for m ALL FORMER Miss Roys from previous years should either call Mrs Pat Hartey at or write giving their whereabouts The address where one should write to is the Roy Days Committee, 1 Sets August 24-2- ODUSiCi FI Ml By R05LLYN KIRK - FARMINGTON Gravel excavation and rehabilitation plans for two gravel pits in Davis County wi re presented to the Davis County Planning Commission last week, but citizens were most concerned about when the proposed ex cavation ordinance would be recommended for adoption ACCORDING TO planning director, Joseph Moore, the noise emissions section of that ordinance is still not resolved He told residents that hurdle might be overcome by the July meeting when the planning commission could recommend the ordinance and ask for the to hold a county commission hearing prior to enactment The ordinance has been in the development stage for almost two years Wayne Hall, representing the Hall Galley gravel site in East Layton, and Bob Florence representing the Foss Lewis and Lewis McNeish sites near North Salt Lake, told residents what improvements are being made Mr Moore presented the excavation plans for each site NORTH SALT Lake City Councilman Richard Strong, a resident ol the area near the North Salt Lake gravel sites, said that the oidinance, when passed, should address most of the pioblems that residents were protesting All existing gravel pit sites in the county will have to meet the specifications of the ordinance one year after its adoption in addition to new sites which will be opened According to Mr Moore, even if the ordinance is passed, it could end up in to being Attorneys representing the North Salt Lake gravel operations have already said some of the ngulations are too restrictive According to Mr. Moore, Our attorney says to go ahead and pass the ordinance so it can be tested in court THL residents who questioned the Hall and Gailey excavation plan said some of the same complaints that had been mentioned last year, uch as dust, noise vibration and the speed of trucks entering and leaving the gravel site, had not been resolved According to Mr Moore, the gravel company bad been warned about noise and dust The present ordinance adopted in 10 and now amended in 1962 regulates the sites Mr Hall told residents that Hall and Gailey has moved the scales, planted 10Q trees, and is wot king on the construction of berms which will buffer the 12 noise HE SAID that dust should decrease when the roads are oiled, a plan which is projected to be completed this week In addition, the plans call for the bare ground to be covered as quickly as possible with foliage and the development of a water system for sprinkling and irrigation Mr Florence responded to questions from North Salt Lake residents who, in an April session with the planning commission, had protested the dust and visual pollution, water runoff, the noise of trucks, and debris from stock piled gravel which they said resulted from the Foss Lewis and Lewis McNeish sites ACCORDING TO Mr Florence, the Lewis McNeish operation had since put in a sprinkling system and $6,000 in asphalt to cut down the dust The ultimate objective is to move the Hall Road back of the brim of the hill and cover the location of the present road with vegetation which will buffer the noise and hide the operation. According to Mr Florence, the public has also contributed to the problem by running their dogs at the gravel site location as well as allowing their children to play at the gravel site. If farmers are able to get $10,000 an acre for land to subdivide, they wont elect tc keep it " Wilbur Jeffries, WFRC Director, said state agencies might be persuaded to use their initiative to preserve agricultural land if the council approached the state. The state funded the agricultural study, assigning WFRC planners to work with local governments m order to obtain a feel from the grass roots The results will be presented at the Utah State Legislative Session in Jan. 1979 MR. WIRTZ said enabling legislation would be necessary before a county could offer a subsidy to farmers to continue to farm their land According to County Planning Director, Joseph Moore, county commissiones had previously asked county planners to look at agriculture preservation Although that study had resulted in the accumulation of much information, no solution had been found, he said MR. JEFFRIES said, the WFRC study encompassed the state rather than just the county According to Norm Sant, Sunset Mayor, the preserving of agriculture should be faced on the local level The COG suggested tabling the issue without reaching a decision Gar Elison, Kaysville Mayor, suggested a work session, but no arrangements were made for that alternative He said, for example, that when Davis County orchards are providing food for the state, BOTH Commissioners Moss said the gut issue is getting the money to subsidize the farmer so he wont sell the land Mr. Moore suggested that the county could take a position of asking the state for money for a special agriculture use since local government doesnt have the money for preservation. According to the WFRC study, zoning is the most widely used techique for controlling land use and development. Typically lot sizes m agricultural zones are set between two and 50 acres Another zoning possibility is a low density zoning provision which allows residential development at a predetermined density to protect the rural character of an area Density zoning could allow homes to be clustered for example, at a density of three units per ten acres, but those units could be placed in any pattern. ACCORDING TO the WFRC report, some communities use performance standard zoning where the function of the land is identified based on public benefits Then regulations are designed to protect these functions.
