The M&O budget also includes a $1 5 million unappropriated balance. THE CAPITAL Outlay budget at $11 9 million shows that the 17 5 mill levy will raise $5 3 million for the construction of schools based on the 8 TWO W LEKS ago the board voted to approve a two mill increase in the capital outlay budget, increasing that levy from 15 5 to 17 5 The total levy will increase from 41 42 last year up to 45 60 This includes a 2 18 mill increase in the maintenance and operation (M&O) budget which is required by the1 state. The final budget is down $5 2 million from the tentative budget of $08 7 million which was approved on May 23 The final budget reflects revenue assessed evaluation of the county at $300 million Funds from the capital outlay source used for school construction come from the sale of $4 5 million in bonds, $1 4 million tn state building funds m addition to the local tax the and sale of property property. WHILE $3,2 million of that amount is required for bond redemption and interest and service charges, $7 9 million will be available for the construction and improvement to six schools in the district during the 1978-7- 9 school year Construction at the G. Harold Holt Elementary School in Clearfield is estimated at $2 4 million, the Samuel Morgan Elementary School in Kaysville at $2 4 and the Joseph Cook Elementary School in Syracuse at $1 6 to- taling J37 8 million which is 59 percent of the total budget Local funds totaling $21 7 million make up 34 percent of the total while federal funds total $4 million or seven percent of the funding. THE M&O budget at $48 2 million accounts for 76 percent of the total while the Capital Outlay expenditures at $11 9 million make up 19 percent and the School Food Service budget at $3 4 million accounts for five percent The $48 2 M&O budget shows a 9 7 increase over the expenditures 1977-7- during the school year. Salary costs are projected at $1 5 million and food at $1 6 million which make up the bulk of the expenditures for. food service WHILE STUDENTS in secondary schools pay 45 cents for a school lunch the cost per meal in the high schools is 92 cents and in junior high schools 86 cents. Elementary students pay 35 cents for a school lunch which costs 72 cents. Transportation figures included in the budget show that m 1977-7- 8 about 29 percent or 5,599 elementary students will be transported to school. This compares with a 26 percent figure last year. Secondary percentage figures are higher with 33 percent or 5,498 students being bused as compared with 34 percent last year Search And Rescue At Hill t s Reorganized HILL AFB The helicopter search and rescue function at Hill AFB is being reorganized. School district officials es- timate the average daily attendance next year at about 34,790, a significant figure, since state funding is based on those children in attendance at school. Estimates are for 95 percent average daily attendance. The district estimates a minimum increase of 368 students in the Davis District 1978-7- 9 THE SQUADRON will be activitated at Hill AFB on July 1. It will have administrative authority over all Air Force light-lif- t helicopter detachments west of the Missis- sippi River, including De- tachment four. ONE OF the largest housing programs administered by the housing authority is through the Community Development program or the grant which proposes to revitalize neighborhoods by bringing homes up to code. Last year the county received $192,000 for funding the program in Clearfield where 167 homes on North and South Villa Drive and Ross Drive were a part of the renovation process. C-- Mr. Dickson said that the housing authority is asking for $300,000 grant this year, which includes about $34,000 in planning money as well as additional funds for handicapped housing ACCORDING TO Mr. Dickson, there has been some controversy m the county as to who should get the community development money. The area selected based on the age of the home, the ethnic mix of the community and the income of the area, he said. Homeowners are assisted through grants and loan to create a stable tax base in the area and to keep the blight out, Mr. Dickson said. son Dickson said that measure has resulted in an enormous return since families in an emergency housing situation are kept off relief. " A ' V ANOTHER PROGRAM, available through Section 8 of Housing Urban Development Funds (HUD) provides 200 slots for those who qualify for rent supplement. Based on a successful management review with the federal HUD office in Denver, Mr. Dickson said that 50 to 100 additional slots may be available next year to beef up the program since 300 to 400 people are on the waiting list Mr Low income families, the handicapped, or those over 62 are eligible for the program which pays a rent supplement based on the income of the family. In most cases, the rent supplement is about 50 percent of the cost of the housing, Mr. Dickson said. Since inflation has increased, more people, especially those over 65, qualify for the program which specifies that those with an income of under $1,900 for one person can qualify. ANOIHER program for those over 65 is one housing complex for the elderly located in Kaysville which results in 19 apartments being available for that age group. Alice Johnson, director of the Council on Aging, said that more housing is needl'd for the elderly in the county. Mr. Dickson said that the Crestwood complex was built in connection with Section 23 of the HUD grant prior to funds for that typie of housing being killed by congress. The housing authority works with Blair Jones, owner of the complex but does not own or maintain the complex and participates only in the administrat- ive end. THE FUNDS are available to pay a rent supplement to the landlord. In some cases the apartment may rent for $175 while the older tenant pays only $25, based on his income.- During a Council of Governments (COG) session, Mrs. Johnson questioned Based on the population growth in Davis County and the shortage of homes, more people will have to turn to older houses, he said. The average new home in Central Davis County is now about $58,000 which prices many people out of the market. THE HOUSING authority is considering specifying other cities m the county who qualify for grants if the money continues to be awarded.
