A DELAY in the construction of the Alcohol and Drugi Rehabilitation building has resulted since federal specifications say bids must be accepted for the second building - the administration center - before construction can begin on the Alcohol and Drug Rehabilitation Center. Commissioner Smoot said the county could not accept bids for the second building until the 1977 budget was k approved on Tuesday.
