Show ARMY WILL BE REDUCED. Colunteers Will be Mustered Out Until Army la Reduced to 100,000. Washingtoo, Aug 14. The suddeu transition from war to peace is reflected in a complete dullness and stagnation throughout ofllcial quarters, nstead of the bustle and activity ivhich has prevailed for months through the corridors of the war and navy department, there is a dullness aot apparent since the midsummer paeations of last year. There will be a large amount of important im-portant details to be worked out from this time forward, a gradual reduction reduc-tion of the army and navy to peace footings, the establishment of temporary tem-porary and permanent administrations for our new colonial possessions, caring car-ing for the wounded and prisoners and the relief of the distress in Cuba. The subject of mustering out a part 3f the volunteer forces has been considered con-sidered and it is probable the total Force will be reduced to 100,000. This Clustering out will not begin at once-Garrisons once-Garrisons of both regular and volunteer volun-teer soldiers will remain in Cuba, Porto Rico and the Philippines. Manila and Porto Rico will be governed through the military arm at present and probably the authority which the United States exerts inCubN by the same method. The officers of the nary will not be lessened until final peace is assured, for it is recognized that'present negotiations nego-tiations may fail and make a resumption resump-tion of hostilities necessary. As far is the army is concerned, its work is supposed to be finished other thac garrison duty which will be main' tained in Cuba and Porto Rico unti' forms of government are provided foi them. |
