The audit noted that the district chairman, Mr. Hicken and the previous WCSSA manager had received income without that income being reported to the IRS on Form 1099-MISC. The audit noted that the Central Utah Project Completion Act (CUPCA) manager’s father-in-law owns the engineering firm and that the manager was formerly employed there.
