EXTENSION Western Resources Vernal Express Washington Correspondent Washington A fair number of new water projects will be authorized for the U.S. Army Corps of Engineers by this Congress, and better use will be made of existing Corps water projects in the next few years. These are the twin predictions of Assistant Army Secretary Robert K. Dawson, who was confirmed in his post by the Senate on Dec. 4. Dawson was sworn into his new post on Dec. 18. I plan to do a lot of footwork on Capitol Hill, especially in the Senate after the Christmas recess. Ill be carrying the message that we need a new water authorization bill for the Corps. The Senate bill (S 1567) reported out of the Senate Environment and Public Works Committee on July 12 is reasonable, workable, equitable, and signable by the President, Dawson told Western Resources Wrap-u- p (WRW) in an interview on Dec. 13. The list of the authorized projects is not important. If we can get this water bill through the Senate, I see no reason why we should not have some new water projects authorized every year or two, Dawson stated. That would be a departure from the recent past. Congress has not passed a Corps authorization bill since 1976, and it has not passed a major Corps omnibus authorization bill since 1970. As Dawson plans to give a priority of my time to working on the bill, I hope the National Water Resources Association (NWRA), the Western States Water Council (WSWC), local water districts and sponsors like TomThomsons (the group my Southeastern Colorado Water Conservancy District which Dawson addressed on Dec. 16) and others interested in water projects will get moving to help get the bill passed in the Senate, the new Army Assistant Secretary said. BETTER USE OF EXISTING PROJECTS WRW asked Dawson about his comments before the NWRA on Nov. 4 in which he stated better use will be made of existing Corps projects. Thats his second prediction, Dawson replied. Yes, we will, especially in the next few years. We are already starting to do it, he observed. Last Wednesday (Dec. 11) I signed as representative of the Army a new water agreement with the state of Kansas which will provide for a better return on the water in Corps reservoirs in the state. We signed it in the office of Sen. Bob Dole .) with Joe Harkins, director of the Kansas State Water Office. Harkins flew in for the signing, then returned at once to the state to get the legislature to implement it. It was a very significant agreement because the states leadership agreed to provide some discipline in water use, Dawson stated. DAWSON HIGH ON SENATE BILL, LOW ON HOUSE-PASSEVERSION As noted above, Dawson plans to make a concerted drive to get the Senate water bill (S 1567) through the Senate, but he is very low on the House-passe- d version (HR 6).
