Scott Matheson addressed officials of-ficials from Uintah County and various counties throughout the state at the 61 annual meeting of the Utah Association Associa-tion of Counties, (UAOC) Wednesday. He spoke to the group on several prevalent issues of concern in the state: Project BOLD, economic development and flood preparedness. Project BOLD is an attempt to trade scattered state school sections with the federal government resulting in large blocks of state land that can be developed easier. Matheson said that three years ago during the association's annual convention con-vention in Park City, the group passed pass-ed a resolution out-lining conditions that had to be met before county officials of-ficials were to support Project BOLD. When Project BOLD was first suggested, sug-gested, Matheson said, he was pessimistic about the idea, feeling there were too many hurdles to overcome. over-come. But now that a bill have been introduced in-troduced in Congress, the efforts are even more rewarding. "By showing Congress that all levels of government in Utah are united behind the land exchange it can become reality that will benefit the entire en-tire state," Matheson said. Some of the benefits that have already occurred as a result of Project BOLD include improved communications communica-tions between state and local government, govern-ment, state payment of in lieu taxes, legislation passed so local government won't lose revenue as a result of the land exchanges, and appraisal revisions revi-sions that give counties an opportunity opportuni-ty to submit an alternate appraisal if the state is deemed unacceptable. Matheson also spoke to the group of officials about the econommic growth of the state. He feels the philosophy that state government must coordinate coor-dinate the use of its limited resources so that as many of the communities as possible can grow, is a sound one. "This philosophy is shown in the work of the Utah Department of Community Com-munity and Economic Development through the Community Impact Account Ac-count and the Community Development Develop-ment Block Grants Program," he said. On Thursday officials were addressed address-ed by members of the Utah State Tax Commission. Gary Cornia, one of four tax commission members asked county coun-ty officials to provide expert witnesses in the commissions quest to accurately assess assets in the non-metal mining industries. "The coal companies are upset with what we are doing but we think that's tough," he said. Cornia urged the UAOC to form a group that would meet at least quarterly with the tax commission. They should put their best people in the groups, he said. He also asked for understanding when tax commissioners request county coun-ty office holders to send appraisers out to assess commercial properties. He said the commissioners are not trying to take advantage of the counties, who supply the labor, but to assist government govern-ment agencies to accurate sales-ratio studies. Equal Opportunity Employer, Male or Female, Veterans and Handicapped Gubernatorial candidate Wayne Owens visits Vernal Wayne Owens, Democratic hopeful for the gubernatorial nomination, was in Vernal Wednesday to address residents' questions about why he is running for election and what he feels are the most important issues in the campaign. Originally from Panguitch, Utah, Owens currently lives in Salt Lake City where he is a practicing attorney. Although he has been absent from public life for almost 10 years, Owens is not a newcomer to the field of politics. Owens served as an administrative assistant to Senator Edward Kennedy from 1969 to 1971 and to Senator Frank G. Moss from 1971 to 1972. In 1972 he was elected to represent the Second Congressional District to the U.S. House of Representatives. Owens also ran an unsuccessful bid for a Senate seat against Jake Gam in 1974. In his speech before area residents, Owen indicated that he feels the major ma-jor issues that are facing the 1984 campaign cam-paign include providing the proper economic atmosphere in the state, education and creating equitable representation of the Democratic Party Par-ty in the two-party system of the state. Owens told those present at the meeting that because of the population growth of the available work force in Utah and technology making several present jobs obsolete, there is a need to create 35,000 to 40,000 new jobs a year. "It is the responsibility of the governor gover-nor to preside over a process of providing pro-viding for proper economic atmosphere at-mosphere to create up to 35,000 jobs a year; that's a tough assignment," he said. The second issue he identified was education. Owens is quite familiar with the education system in Utah and has served on the state Board of Regents since 1981. The Board of Regents is a body that governs the nine colleges and universities in the state. Owens feels that an investment in education is very important and that it is essential to the growth of Utah. "Unless we provide better education for our kids and unless we consider it a capital investment, and an absolute essential investment in our future, we're not going to grow anyway," Owens said. One way to stimulate better education educa-tion in the state of Utah, according to Owens, would be to offer more competitive com-petitive salaries to teachers. He urged members of the Democratic party to help bridge the imbalance between the representation of the two parties in the state. Owens said he feels a one-party state would hurt the progress of Utah. "Republicans control 80 percent of the legislature and almost all of the state offices," he said. "I don't want to give them the governship, also." Owens is excited about the prospects of becoming governor and the opportunities oppor-tunities the position offers. "Governors don't only spend money, they have the opportunity to become a salesman outside of the state," Owens said. He feels that it is the obligation of the governor to promote new industry and business to enter the state. Owens says he would definitely like to see additional addi-tional businesses and industry enter and state and would do what he could to promote their entrance. Several members of the Uintah County Democratic party said that they were impressed with Owens and felt he had excellent credentials for becoming governor. Coaches, advisors request higher salary, more funds Coaches, assistant coaches and teachers involved in sports and extracurricular ex-tracurricular activities requested 5 percent increases in pay and more financial asupport for the activities. The request comes on the heels of a $5 to $10 participant fee the board authorized to pay students' meals when away on special events. The participation fee was approved by the board at the first of the school year, with the option that if the cost exceeded ex-ceeded the fee, the rest of the money for meals would be made up by the school board. Since gate receipts are down in all sporting events coaches were struggling struggl-ing to finance their programs. The group asked the board to take another look at participation fees. The group also asked that extra pay given the teacher in extracurricular activity be linked to the base salary. "It has been three yaers since we've negotiated for an increase," Ed Johnson, Uintah High wrestling coach, said. Presently the board pays $1,000 extra ex-tra to head coaches in football, basketball basket-ball and wrestling. Other extracurricular extracur-ricular activity advisors in yearbook, cheerleading, drill team and others are paid between $150 to $1,000 extra. The average pay is about 7.4 percent of the base salary. In other school districts on the Wasatch Front, average pay is 11.5 percent of the base pay. Since Uintah District coaches and advisors have to travel extensively, they requested 12 percent, a 4.6 percent increase.
