Earthquake hits NW Colorado An earthquake measuring 4.2 on the Richter scale hit northwestern Colorado Col-orado Saturday at 10:57 a.m. No injuries in-juries or damage was reported. The earthquake was centered about 15 miles northeast of the Dinosaur National Na-tional Monument in Utah. The area is a sparsely populated area near the Utah-Colorado border. Walter Arabasz, assistant director of the University of Utah seismograph station, said there has been no report that the earthquake was felt by anyone. This will allow staggered elections in the future. Of those currently holding positions. Mayor Lawrence Kay, and council members Rolene Smith, Lynn McCar-rell, McCar-rell, Donna Merrell, and Dennis Judd filed to run for re-election. Ralph Dart chose not to. Also filing to run for election elec-tion are Larris Hunting, Rob Workman, Robert Kay, Lee Murdoch and Glen Fleener. Mayor Kay will be running uncontested. The Naples City election will be shotgun style, those candidates with the most votes w ill w in. Each voter will be able to vote for five council members, the total votes will be tallied, and the top five w ill comprise the Naples City Council. After the five have been elected, two will be picked to occupy two year positions, posi-tions, the other three will hold four year terms. The selection will be random, ran-dom, unless there are members who desire to hold the two year seats. The Vernal City election will be handled in much the same manner. The four names will be placed on a ballot, the three with the most votes will win the election. THE NAPLES CITY Police Department will Interviews will follow and a decision be hiring a fourth member soon. This should be forthcoming by the first of next week 14 applicants have been par- week, ticipating in physical and aptitude testing. By Naples City Police Department How o pick a new officer Hiring a new police officer for the Salt Lake City Police Department is no unusual occurrence. For that matter, neither is it for the Vernal Police Department. But for Naples City, it is a big deal. First of all, every police officer ever hired by Naples City is currently employed there. They are John, Lon, and Bill. That's right, three. Soon a fourth officer will be added to the force, thanks to a generous donation to the cause by the Deseret Generation and Transmission Power Plant. Naples was given $33,500 for the purpose of adding another officer. Now, according to Police Chief John Ledkins, they want to be sure the person per-son they hire for the job is a good man, because down the road they want to maintain the same force. A large turnover in any organization causes problems, but large organizations organiza-tions seem to adjust to it quite well. To a small organization it can be devastating. Right now Naples City cannot afford to send a candidate to the police academy in Salt Lake City for 10 weeks just to find out the person won't be able to make it through. On Monday they set about finding the right man for the job. First they ran the 14 applicants who showed up (there were actually 34 applicants) through a physical fitness test. An obstacle course was set up at Naples Elementary School and each man was timed to see how long it took him to run the course, traversing the obstacles that were placed in his way. Then came the pull ups, the sit ups (the men hated the sit ups), the push ups, and perhaps a few more "ups;' kind of things, and, of course, don't forget the dreaded 300 yard dash. (That's right, it's not a typo, that's a 300, not a 100 yard dash.) In order to test the men fairly, the same standards were used that are also used at the police academy. This gives Chief Ledkins, as well as officers Lon Salmon and Bill Moody, an indication indica-tion as to how the applicants will fare at the academy. Two of the 14 applicants are actually actual-ly state certified right now, having recently left other law enforcement jobs, and one other man had been certified cer-tified in the past, although he is not currently. Chief Ledkins said these men might have an advantage simply simp-ly because they have been through the routine before, but that in itself will not get them the job. Monday afternoon was spent in a written examination, which will be evaluated, along with the results from the physical fitness portion of the test. All of the men testing high enough for consideration will be interviewed. The tests will be used as a basis from which to start, but in no way will be the final decision in who is hired. Compatibility is a major key in the success of a law enforcement agency. Since Naples does not want to have to hire a new officer again next year to replace someone who is not happy, that will be a major consideration in who will get the job, according to Chief Ledkins. The 14 men included a diverse group of people. One man came from Colorado, Col-orado, another from Idaho, a few from the Wasatch Front, one from Cedar City, Ci-ty, one from Emery County, one from Price, and only four of the men are local people.
