Mr. Wise said in many in-- a its conception STATEMENT by the Most Rev- erend Joseph L. Federal D.D. Bishop of the Catholic Diocese of Salt Lake City (which includes all of Utah) on UtahSen-at- e Bill 116, which would liberalize state laws governing abortion. Delivered at Senate Committee public hearing Thursday January 23, 1969 in behalf of Bishop Federal by the Right Reverend Monslgnor William H. McDougall, Rector, Cathedral of the Madeleine and Director of the Bureau of Information for the Diocese of Salt Lake City. STATEMENT Since the Utah legislature has before it a bill which would liberalize the present State laws I feel abortion, concerning that it is my duty to express my concern and that of Utah Catholics regarding this proCath- posal. The position of the olic Church has been clearly stated by the Second Vatican Council in these words: God, the Lord of life, has conferred on men the surpassing ministry of safeguarding life , a ministry which must be fulfilled in a manner that Is worthy of man. Therefore, from the moment of life must be guarded with the greatest care, while aboftion and infanticide are unspeakable crimes. The Sanctity of human life and reverence due the human person are emphasized by this view of man, which is further developed by the Council when It says Whatever is opposed to life itself, such as any type of murder, genocide, abortion, euthanasia, or wilful self destruction, whatever violates the all these things and others of their like are infamies indeed. They poison human society, but they do more harm to those who who practice them then to those who suffer from the injury. It is clear that in a pluralistic society such as ours no one may urge his own religious views as a legislative motive. Nevertheless no one should be required to ignore his conscience and remain silent when reverence for human life is endangered. Furthermore, when we oppose the liberalization of abortion laws, we believe that we are voicing the concern of many people of numerous diff- ering religious faiths. There is a nationwide effort underway to change the abortion laws, Magazine articles have been used extensively to try to to the make this acceptable people of our country. We hope that our people are not by these and other means of propaganda.
