01 Discriminatory Provisions By Congress WASHINGTON Early repeal by Congress of the remaining discriminatory provisions of our exclusion laws as one means of winning the support of democratic elements of Japan and other Far Eastern nations was advocated today by the Honorableoseph Clark Grew the United States last prewar ambassador to Japan the Washington JACL ADC reported Testifying before the House Subcommittee on Immigration and Naturalization Mr Grew said he believed the present to be an exceptionally favorable time to takestep of this nature The United States he said no longer hasgeneral policy of Far Eastern exclusion since the Chinese F1lipines and natives of India have all been made eligible to citizenship The retention of our exclusion statutes thus accentuates the stigma placed upon those who remain ineligible Drawing from his experiences as an envoy to Japan for ten years prior to and during World War II the former ambassador submitted his reasons why the Congress should enact theudd measure He thought that there was little room for disagreement with the one provision of the Judd measure which would extend the privilege of naturalization to qualified legal immigrants of this country Any immigrant who is allowed to remain permanently in the United States should not only be permitted to seek citizenship but should be encouraged to do so he emphasized On the second major provision of the Judd bill which would allow the universal use of immigration quotas by all peoples including those of the Far East he said It is my considered opinion that American relationships in the part of the world which this bill defines as the Asia-Pacific Triangle can never be expected to become entirely sound until this country eliminates the humiliation inflicted by our exclusion laws The recent war Mr Grew point ed out has effectively disposed of the contention that the people of the Far East especially the Japanese are not assimilable and therefore would not be loyal to the United States in the event of war with Japan The alien Japanese resident of this country proved himself to be law-abiding and cooperative during the entire war period number served in vital compartments of our intelligence agenc1es The Nisei proved themselves as loyal and effective troops not only singled out the Nisei 442nd combat team for special citation for bravery He paid tribute to the Japanese population of this county asserting It is pertinent to p01nt out that one measure of fitness of any immigrant group is the conduct of their children Asmatter of fact much that is said of the Nisei may also be said now of the first generation Mr Grew stressed that from the standpoint of relations in the Far East the number allotted togiven quota is not of primary 1mportance but the question is one of principle of recognition of the innate equality of peoples of glying force to our own democratic beliefs He recalled the Immigration Act of 1924 undercut the pos1tion of liberal Japanese statesmen whose policy was based on friendship with America and expressed the belief that the 1924 Act contributed largely to the cris15 which ended in war When Japanese military might was at its zenith it was unable to induce the United States to amend its immigration law Now it is possible to accomplish asmatter of principle what then would have been considered
