Cushing, Jr. Salt Lake City, UT 84109 TORRIJOS CONTROL Dear Editor: The State Department continues to pour out their defenses of Mr. Linowitzs treaties with Sr. Torrijos on giving our Canal at Panama to Torrijos and Escobar. Every one of their arguments, without exception, relies completely on three major premises which State never mentions: (1) that Torrijos will remain as unelected dictator of Panama at least until 1999; (2) that he will in good faith adhere to the letter and the spirit of the treaties; and (3) that, if he dies or otherwise ceases to reign, his successor will also adhere in good faith to the Linowitz treaties. Torrijos has never won an election by the Panamanian people. He took power illegally by military coup. Panama's turbulent history shows over 50 successive regimes in power in the 74 years since its secession from the Republic ofColombia. It would be a good gamble that there will be another 15 regimes in power in the 22 years between 1977 and 1999. So, premise (1) looks foolish. The papers have reported Torrijos visits to Cuba and Libya and his offers of cooperation through Castro and QadafTi with our communist enemies. Torrijos regime is loaded with anti- - Americans such as Escobar. He is a firm friend of Castro who is a firm friend of Brezhnev. It is reasonable to suppose that Torrijos will adhere to the Linowitz treaty terms only to the extent that it suits Castro and Brezhnev. So premise (2) looks just as foolish as premise (1). Torrijos permits only one political party in Panama, and its utterances are always reported as even savagely anti-Americ- during Linowitzs treaty negotiations. If Escobar or some other ambitious man can dump Torrijos and succeed him, his adherence to the Linowitz treaties is even less likely than that of Torri-jo- s. So, premise (3) is even more foolish than either (1) or (2). The Linowitz treaties rely squarely on these three absurd premises. It is easy to see why the State Department never mentions them. The treaties ought not to be ratified by the Senate, and the House of Representatives should refuse to give our S7,000 (sic) million property to Torrijos. John T. Sometimes it seems as if the federal government doesn't have all its marbles, and this is one of those cases. In April of this year. Attorney General Griffin Bell issued a formal Justice Department opinion stating that under the 1973 alcoholics Rehabilitation Act, and drug addicts are 'handicapped individuals for the purposes of Section 504. This opinion was followed by a statement by Assistant Secretary of Labor for Employment Standards, Donald Eilsburg, who said that American employers who fail to consider qualified alcoholics and drug abusers for employment because of their handicap, are clearly violating the law. Hold on. Thats not the end. Eilsburg went on to add that Employers are expected to find and hire drug abusers and alcoholics, just as they are expected to hire blacks, and other minorities. When asked by a national newspaper how many people would be affected by this decree, Eilsburg said he did not know and referred all questions on the actual number to the Presidents Commission on the Handicapped. The response from that august body was: The Commission doesnt deal with alcoholics and drug abusers. Congressman Henry Hyde of Illinois has called for the President to suspend implementation of Section 504 pending Congressional hearings on the subject.
