In addition to this build-u- p of naval strength and capabilities, we find that the Soviet Union has been placing strong emphasis on civil defense. This renewed attention to civil defense is far greater than anytime in the past. Some estimates indicate these nuclear hardened shelters can withstand all but direct hits and very near misses and have the capability of housing 13 of the urban population. This has got to be a most ominous trend. As for the direction the Soviet Navy is taking. Fleet Admiral Gorshkov, one of the greatest military leaders of all time, has said in a recent book written by him: The creation of a Soviet Blue Water Navy is (in terms of importance to world events(on a par with (the USSR) obtaining nuclear weapons....The Soviet Navy is the only armed force capable of sup-porti- ng state interest in mis- peacetime. ...whose primary sion is to destroy ground targets on land to undermine the strategic muclear potential of the enemy at sea.... And note here he refers to us as the enemy for the first time. ...interdicting munications of the now a most important part of ...undermining economic enemy..." sea com- enemy...are component the military potential of the Furthermore, he goes on to state that the Soviet Navy has a critical role to eliminate imperialist attempts to gain sovereignty over the worlds oceans and their natural resources. And now a new concept of Gorshkov we see this as an ominous trend for the near future the KIEV carrier and projection of power ashore ...permit it to have an influence on coastal countries, to employ and extend a military threat to any level, beginning with a demonstration of military might and ending with the landing of a landing party. This last quote was underscored about 2 months ago when the Soviets sailed their 40,000 ton KIEV aircraft carrier (sic sub- marine 'intercepting cruiser) through the Mediterranean Sea. This ship carried the YAK 36 VSTOL aircraft. This particular fighter in light of this deployment has been reassessed as to being much more capable than originally thought. In fact, current estimates indicate it to have a much greater range and can carry a heavier payload than the U.S. operated APOLITICAL INVESTIGATION AV8A Harrier. In addition to the three carriers that we know of, they intend to embark on a broader carrier construction program. Like Kampf which Mein out Hitlers intentions, when history of this age is written, Gorshkovs Sea Power and the State may have been the most prophetic statement over the last part of the twentieth century. No one has realized this increasing Soviet threat more than President Ford. In his determination that the national security efforts of the United States shall be fully adequate he has placed before spelled Congress a defense budget designed to meet this challenge. The President submitted to the Congress an amended shipbuilding program which he believes, as do I, is absolutely essential to the national security of Included in this this country. program is the AEGIS area air defense system which offers reaction reduced time, better resistance to jamming and most importantly greater missile firepower coordination for high density attacks. This system alone, like no other system in existence today can detect the threat, fire a missile, and guide it to the incoming target. Moreover, it can handle numerous This targets simultaneously. system has been proven at sea to be the most capable in the naval inventory and 7 is presently programmed for the DDG-4- 7 and the strike cruiser. It is imperative that this proposal become a part of our nations shipbuilding plan, as we face a situation that is indeed an emergency. It is an emergency because only with such a strong commitment to defense can we continue to ensure American security. Today we can carry out our Navys missions which are: to augment and support forward deployed forces in addition to honoring our treaties and security agreements with 43 countries, 41 of which lie overseas; and control the seas in order to prevent interdiction of sea lines of communications, and secure areas from which to project power ashore. Our concern today is the future. The ominous words of Admiral Gorshkov and the cold steel of his ships tell us that we are in an emergency situation right' now. Something must be done. Ladies and gentlemen, the threat is real and the choice is ours. We must make the right decisions now while we have these few precious moments of freedom left or be willing to suffer the consequences. Delivered 9 j 24 1 76 Continued from page 1 June, 1973 started Richard Nixon out of the White House, is now working to remove President Ford from office. In his new book. Dean says that William E. Timmons, former Nixon congressional liaison chief, told him that he (Timmons) in September 1972 had discussed with Ford, then House Minority Leader, the possibility of pressuring Representative Wright Patman (D. Tex.) (now deceased) into dropping his planned inquiry into certain GOP campaign contributions. Although reporting that the idea was rejected by Ford, Dean quotes Timmons as saying the reason there could be no pressuring of Patman on his own campaign contributions was because the President might have his own problem in that area. Timmons, now a Washington lobbyist, admits haying a conversation with Dean about the Patman inquiry, but flatly denies that he made any such reference about Ford or ever discussed any other tactics with him for sidetracking the impending investigation. The Patman probe was killed in advance of the November 1972 election by a vote within the House Banking and Currency Committee which the T exas lawmaker headed. All of this is important to understand since the special prosecutor is using his offices long standing mandate to investigate the Watergate break-i- n and cover-u- p to conduct his current inquiry. With Dean working closely with the special prosecutor and the Washington Post reporters credited with forcing the Senate probe of the Watergate break-i- n, the GOP lawmakers see a new orchestrated effort to link Prsesident Ford to the Watergate cover-u- p. One indication of this is the recent Post story suggesting that the special prosecutor should examine White House tapes covering the period from Sept. 15 to Oct. 3, 1972, to determine if there are any conversations that might point to Fords involvement. The carefully timed suggestion with Dean's reappearance on the scenes raises the question of whether the reopening of the campaign contribution probe was only a means for clearing the way to focus new attention on Fords alleged ties to Watergate. This possibility was recently discussed at length at the White House by President Ford and his political and legal advisers within the past week. They are now waiting to see whether the special prosecutor closes his yet un or expands it into the strange world of productive investigation Watergate. The special prosecutors equally strange investigation of Senator Doles handling of campaign contributions in the early 1970s and the impact that it could have on the Presidential election will be discussed in a future column.
