Lawler Harry Kimbrough Richard Andrews Cliff Williams Defendants Advised Advance IRS dictatorship In The actions of- these Utah citizens came as a result of three trials in Judge Ritter's court involving LeRoy Tryon, Lawana Smith, and Jean Marshall. All three were accused of inflating their V--4 forms, thus claiming more dependants than the number to which they were entitled. In every case, the defendants wrote letters to the Internal Revenue Service indicating what they were doing. This, they say, proves they were not trying to perpetrate fraud. Their efforts were directed more toward testing the legality of the withholding of taxes from their paychecks prior to the time the taxes are due. All three defendants were found guilty in Judge Ritter's court. LeRoy Tryon was convicted Friday, January 12, Lawana Smith on Saturday, and Jean Marshall on Monday January 15. - Not A Fair Trial m In a subsequent interview with Utah Independent the Jean Marshall was asked the question: "Do you think you had a fair trial in judge Ritters court?" She answered, No, I couldn't possibly say that. After hesitating I was trying to think of something nice to say about him but I couldn't possibly say that because, instead of being a judge he dictated to my lawyer, not to the other one. He leaned over backwards for the other one. Even the lawyer he had appointed me he harassed and ridiculed in front of the jury. That is why my lawyer said he wouldn't go back." The Politics Of Federal Programs By Congressman John R. Rarick As the Administration announces the release of another round of revenue sharing checks to state and local political leaders, many other revenue sharing programs beneficial to the farmers and rural citizens are being cut back or abolished. Such programs Marshall's Mrs. as Rural Development, FHA, thought reluctance to accept counsel of R E A, disaster loans, and the Rural Ritters choice was understandable. Mrs. Marshall Declines to Testify Mrs. Marshall declined to take the witness stand in her ow n behalf. The Judge asked her why she w'as not going to take the stand since he thought she had a story to tell. Mrs. Marshall said she did have a story to tell but that she was not going to get up there and have the judge belittle her in front of the jury and prejudice the jury against her. In all three cases, Ritters instructions to the jury have been criticized. The complaint was that his instructions to the jury sounded more like the prosecuting U.S. attorney than did the prosecuting attorney himself. Of this, Mrs. Marshall opined: If Judge Ritter would have let the jury go out and deliberate right then, after the closing statements from both sides, I would have won." Spectators Actions Shocked When asked about these instructions, Mrs. Marshall said: That was the most flagrant display of dictatorship I have ever seen. We were absolutely shocked. Weve heard things before but we didn't believe them. It's hard to believe that this is in the United States of America. All three defendants will be sentenced by Judge Ritter at some future date not yet specified. The Utah Independent will continue to report on this information as it becomes available. Environmental Assistance Program (REAP), which were once considered a necessity to enhance rural living, are being slashed. Even funds for water are being control pollution drastically reduced; our state will get less money for this purpose this year than last. Some Members of Congress would cut off funds to the military to force a surrender in Vietnam; the President would cut off funds to operate within a budget which he feels Congress ordered him to abide by. Strangely, however, the money appropriated for foreign aid or to bus little school children has not been slashed. There has been no reduction in our international assistance to the U.N.. and we continue to subsidize Comminism around the world. The underlying question is not whether the President legally has the power to cut the appropriations for programs enacted by Congress; rather, it is how and by whom the programs which are to be denied funds are selected. So long as politicians select their key projects for funding, large masses of people big cities and bloc votes cun be expected to receive preferential treatment in revenue sharing.
