Show Tjhf Piper That Dares To .Take A Stand IGdloGG, y C,Dex)l!i ' January An imbibing friend of mine recently received the following letter: Dear Mr. : Perhaps you remember me and my nationwide campaign in the cause of temperance. Each year , as you know, for the past fourteen years, I have made a tour of our state and delivered a series of lectures on the evil of drink. I have been accompanied on these tours by my young friend and assistant Herman Forsyth. He reminded me so much of you. Herman was a pathetic case, a young man of good family and splendid background, whose life was ruined because of excessive indulgence in whiskey, gin and wine. Herman would appear with me at my lectures and sit on the platform drooling at the mouth, jerking, and accident could have .been prevented. The other driver was a drunk driver. He did not have a driver's license and the one ton truck he was driving had no safety inspection. Now that is bad enough as it stands but what adds to the aggrevation is the fact that when the local County Deputy arrived at the scene of the accident he acknowledged the fact that he knew that the drunk driver did not have a drivers license? This particular illegal driver isnt the only one on the highways with what could be construed as the blessings of the local law This particular area has Indians, drunks and migatory workers that are illegally traveling the roadways. Who suffers and carries the burdens when these drivers are involved in an accident? The innocent motorists do of course. I speak from experience. The doctor says it will be 5 months before I can put any weight on my right leg. He figures that it will be at least a year before I'll be walking anywhere near normal. My family has to shoulder most of the burden, taking care of my responsibilities that I'm presently incapable of taking care of. The drunk isnt suffering very much. He has a $150.00 fine to pay, a smashed up vehicle, a broken rib, a few bruises and a suspended six itfbnth jail sentence. And we understand that the judge is trying to get it arranged so he can drive to and from work. One law enforcement officer that really- deserves a vote of thanks is Mr. Hyrum Ipsom, Badge No. 79, of the Utah Highway Patrol. He took the drunk driver to jail and did what he could to see justice served. Mr. Ipsom visited me- - on three different occasions and offered his services if we needed any help of any kind. Men like this law-abidi- ng at would do. Unfortunately, but as expected, poor Herman died last fall. Since when is the government supposed to interfere with how many parties exist or how strong they are? Klas stated that the distribution of funds to the parties would represent a small step towards public financing of political campaigns and, probably the most effective thing that could be done to eliminate corruption in public office. Perhaps the best thing we could do to strengthen the system and eleminate corruption in public office in Utah would be to elect two new state chairmen for these parties. This proposed law by Klas and Shearer would make one suspect that the two might have aspirations to running for public office, and that both are afraid of possible competition. . into if less. . Why, State GOP Chairman Kent Shearer and State Democratic Chairman John H. Klas. One of the proposals of the law would be to take one dollar from every taxpayer, half of which would go to the county party fund and half to the state party fund. In other words, the state would finance the political parties. Another proposal of the same law is to reduce the percentage of voters required at country and state conventions for candidates to be able to eliminate their opponents so that they would not have to have primary races. The present percentage required is 70. The new proposal is 65. To the casual observer, this might seem rather harmless. But those familiar with the mechanics of political parties know that the county and state chairmen control a certain number of delegate votes by appointment. And they have considerable influence, naturally, over many of the other. This means that the party leaders in the state could pretty well dictate who the candidates for their parties would be. The influence of the delegates appointed by the chairmen would be increased and that of those elected at the mass meetings by the citizens decreased. Of course, this proposed law will have appeal to many legislators as it makes it more difficult to remove an incumbent. What it all boils down to is that a candidate who promised the voters a certain standard of performance could do as he wished as long as he pleased the party leaders, while being protected from the voters. What we need is more campaigning, not less. The voters deserve the opportunity to question the candidates and examine their every proposal. Far too often we go to the polls knowing too little about the candidates. This proposed law would greatly aggravate this problem.
