Show December 1,7, mi just a few percent. Second: What is objectionable about 54 different systems throughout the country? Why shouldnt people in every community have the right to determine and operate and pay for their own welfare system? Improvements in a program are easier at the local level. Less bureaucracy is present at the local level. Less corruption is at the local level. Costs are lower in local programs. Programs are better adapted to meet the particular needs of local citizens. On the other hand, changes in Washington are virtually impossible. A federal program will cost billions local programs, and will create more more, will federal bureaucracy. Thirdj ; Constitutionally, Mr. Lloyd knows, or should know, that Congress does not have authority to establish a federal welfare program. James Madison, often referred to as the Father of the Constitution, wrote in a letter dated January 21, 1792: 1 consider the idea that Congress has unlimited power to provide for the general welfare as subverting the fundamental and characteristic principle of the Government; as contrary to the true and fair, as well as the received construction, and as bidding defiance to the sense in which the Constitution is known to have been proposed, advocated, and adopted. If Congress can do whatever in their discretion can be done by money, and will promote the General Welfare, the Government is no longer a limited one, possessing enumerated powers, but an indefinite one, subject to particular exceptions. Thomas Jefferson said, Congress had not unlimited powers to provide for the general welfare, but were restrained to those specifically enumerated, as it was never meant they should provide for that welfare but by the exercise of the enumerated powers, so it could not have been meant they should raise money for purposes which the enumeration did not place under their action. President Franklin D. Roosevelt recognized in an address March 2, 1930: As a matter of fact and law, the governing rights of the States are all of those which have not been surrendered to the National Government by the Constitution or its amendments. Washington must not be in a great number of vital encouraged to interfere problems of government, such as the conduct of public utilities, of banks, of insurance, of business, of agriculture, of education, of social welfare, and of a dozen other How can' our congressmen swear important features. under oath to uphold the Constitution then continue to act and vote contrary to it? Why do we, the people, continue to elect such men? . The Truth Is Lloyd Voted pre-em- pt for Guaranteed Annual Income . Mark E. Anderson Question: What causes a Republican congressman to vote for a guaranteed annual income? Answer: A Republican President sponsoring the bill. Mr. Lloyd issued a report June 23, 1971 endorsing HR 1 and the Family Assistance Plan (guaranteed annual income). To justify his support Mr. Lloyd argued: (1) that present welfare systems are outdated and conflicting ' (2) that present costs are spiraling out of control 54 different (3) that there is no uniformity programs (4) that present systems penalize work and encourage - idleness (5) that present systems encourage desertion by fathers (however, not in Utah) (6) that, although HR 1 will cost initially more, eventually it will cost less (7) that the present welfare programs promote migration What are the arguments which refute Mr. Lloyds ppsition? First: HR 1 will cost $14.9 billion the first year -$5.5 billion more than the federal government is now spending on welfare programs. Can anyone who has vwitnessed the gigantic mushrooming of the federal government believe that HR 1 will be less expensive later on? Federal programs have a way of perpetuating and enlarging themselves. The initial $2,400 minimum annual wage will increase year after year. Remember the first income tax rate? No one expected income taxes to exceed . Editors Outlook Page 3 yfllook Continued from Page 2 V.D. in the United States in 1970! What will there be in 1971? People hollering for a balanced court, of course, are saying they want it balanced in their favor, but are also showing they believe these honored judges always interpret the Constitution according to their personal bias. STRAIGHT TALK TOM ANDERSON At this Christmas season, as we turn our attention to the birth and life of Jesus Christ, we are reminded of a statement of the late J. Character is infinitely more One Term Only months ago that direction is to get better, Republican Mark Hatfield stunned the Congress by proposing a Constitutional Amendment putting a limit on terms of office for Senators and Representatives. Horrified Congressmen buried the proposal so deep it wont even get a committee hearing. An end to the Imagine! seniority system! Within six years, 64 present senators (41 more responsive government. May you have good physical, mental, and spiritual health. May you gain an even greater appreciation for liberty, and may we work successfully together to restore the Constitution, liberty, morality, and truth in this choice land. The end of the year 1971 marks the end of the second year of publication of the Utah Independent. We are pleased with our first two years, and we ask you now to help us grow rapidly out of infancy into maturity and influence. The year 1972 will undoubtedly be a year of significance in the great struggle between the satanic conspiracy and the fighters for freedom. President Nixon has plans to wine and dine with the Chinese slavemasters, the Russian dictators, and various other agents of the devil. We should have plans to send him home to California to sell used cars again. There are other elections this year, too. We plan to keep you up to date on the actions of the State Legislature and on the state and national elections. So, keep reading the Utah Independent and do your friends a favor by sending them subscriptions. Thanks. IENDf KadFf3 ... The main reason to make a move in - Senators, Presidents important than experience. Possibly no other men ever came into the Presidency qualified by experience Lyndon Johnson or Richard Nixon. But I wouldnt buy a used car from either of them. Perhaps the seniority system has been good for the South. Whether it still is is debatable. Regardless, as an ardent Southerner, Im for whats good for the country. The seniority system and the y system are wrong. Not only have our Senators, and Supreme Court appointees to one term: four years for Congressmen, - six years for Senators and Presidents, and nine years for Justices (one on and one off each year). But I still think Im right. What a boon to. good government! The caliber of men offering themselves for public office would be greatly upgraded. Men of stature and accomplishment would make themselves available to serve their nation for one term. But it takes one term to learn the ropes! say just the cynics. Thats the point.
