The trouble with Rubins views" was that they advocated burning the schools, killing of parents, and overthrowing the govern- ment. In an interview with Dr. Merle Allen in January of 1968, the writer was told that the view is rapidly growing among leading educators throughout the Nation, that school boards should no longer be elected representatives of the people. Instead, they should be appointed individuals. Today in Utah, thanks to legislative influences by powerful educational interests, our states universities are no longer supervised and controlled by an elected board as required by the state's constitution. Instead they are supervised by an appointive board, the majority of whom are appointed by one man, the governor. Two years ago, under a federally funded project, the Utah State Board of Education adopted a series of reports known as Designing Education For the Future". Some of the proposed possibilities for the future of our schools, according to experts educational authorities" follows: The year 1985 is predicted to be the median year for the reorganization of school districts without regard to city or county boundaries; 2100 the year for school districts to be established without regard to state lines; 2100 the year for 90 percent of the nations school districts to be controlled agencies other that local boards of education; 1985 the year in which local property taxes will cease to be the primary source of funds for school operation; 1980 as the median year for hypnosis and medical technology to be used to remove learning barriers; and 2010 as the median year for the federal government to provide 75 of the funds to oper- ( continued on page 8) Readers Outlook (continued from page 3) what can this accomplish?
