Tho ro-cstabllshment of such uso Is of such vital importance, that no ordinary ordi-nary dllllculty should lw permitted to stand in tho way of Its attainment. Through the skill, willingness, sacrlfloo and heroism of tho army and tho navy of tho United Stales, tho war lias been waged to a triumphant and glorious conclusion. The Congress of tho United Statos and tho entlro pcoplo of tho country did not wish to spare tho monoy or olforts necessary to provide our soldiers sol-diers nnd sailors with everything needful need-ful for their hoalth, comfort and wolfaro. wol-faro. Notwithstanding this, it is to tho chagrin of tho Nation that through political corruption or Incompetency of the Republican administration, our soldiers and Bailors havo not been sulllolontly provided for. Scomlngly no regard has boon paid to tho condition condi-tion of tholr -hoalth. Through tho orders of tho War department thoy havo been kopt at places which became yorltablo post holes, until they wore so strlokon with hunger and disease, that if thoy wore culled upon to rondot the service for which thoy wore on-listed, on-listed, thoy would bo found physically nimble to respond. Tho people of tho United States hold to a rigid account thoso persons who may bo found responsible for this condition, con-dition, which disoloses that thoy worn worse onemlos to tho country than thoso against whom our bravo soldlors and seamon wore roady to go forth to do battlo.
