The sidewalk leading to the bus lanes will be completed next spring when the ground thaws out. turn-aroun- above-mentione- Red Ribbon Fund sets new projects in motion According to Red Ribbon Safety Fund President Flora Allred, plana are proceeding fen: correction of two main problems that the committee has been investigating and attempting to find an answer to. The correction of the problem at the Middle School with road congestion is in the process of being eased with the addition of a turn around for the buses being built inbetween the middle school and the Junior High School. Gravel is being dumped and spread by county and city crews, so that buses will have adequate space to turn around and park next to the Middle School. Sidewalks connecting the Middle School with the bus parking lane are scheduled to be put in next year, (after the ground thaws), so that students will have a permanent walkway from the school to the bus loading area. In addition to these steps, the comnjittee hopes that parents and students will exercise some caution themselves, as last spring a young boy was hit in the area of the middle school due to the congestion of the buses, students and parents in vehicles, picking up students all being in the same area at the same time. The Red Ribbon Safety Fund, with approval of the city council is also providing funds of about $600 to $700 dollars for fencing materials to block off the other trouble area down near the Junior High School, where students are cutting across four lanes of traffic to get to school. Work on the fence is to commence immediately, which when complete will encourage student to cross at the stopwalk, or relatively close to it, as they wont be able to cut through the back side of the Junior High as they have been. Currently, they cross town seper-at- e roads, one of which Route 121 has a speed limit of 45 miles per hour, coming down over the hill from Neola and there have been several "near-misse- According to Flora, who said she has talked with Superintendent Dennis Mower and School Board Member, Dave Labrum, the board will provide personnel to install the fencing that the committee will fund materials for. in The board haa also removing the fence around the tennis court near the Middle School so that the buses could turn around, and in moving the buses to the new parking area, according to Flora. She also said the County Commissioners and the city have both been working hard to help get the problems resolved and to work together with the safety fund in getting the work accomplished. Depending on remaining funds, the Safety Fund is still looking at putting a walkway down the side of Lagoon Street in addition to pursuing the city's intent to put sidewalks in on two blocks near East Elementary. Topics discussed included partial payment of K & P Plumbing of $22,500 for their work so far. The new restroom facilities at Constitution Park are currently 45.9 percent complete and the council felt that work was progressing well. Then a proposal was heard to hook up the Pennzoil effluent discharge to the Roosevelt system, provided that all the environmental concerns are continued to be met as far as standards that have been set. The concern about groups ree room at serving the the Library for several days at a time, was discussed by the council and the feeling was, that as long as it didn't conflict with needs of other groups or the room isn't monopolized unfairly, that it was there to be used. multi-purpos- The council then addressed the issue of extension of the curfew in relationship to the Liquor License Ordinance with George Glines, who operates, the "ID" lounge out west Of Roosevelt,- (within the eity limits.) Glines had requested to be allowed to stay open until 2:00 am on selected evenings, rather than just on New Year's Eve as allowed He by the current orid nance. offered to drop his request for another extension at the present time if the council would be willing to reconsider it again in April, when due to the longer daylight hours, that it would be of more benefit to his business. The council agreed to reconsider it at that time. The council also reviewed and agreed on the new recreational agreement between the city and school district concerning use by representatives of either party using the facilities of the other. Origianlly the city had not charged for the school's use of it's recreational facilites, according to one source, by students or school related activities, though the school had apparently charged the city when the eity sponsored events using school facilities, or something to that effect. The council members expressed concern and dissappointment that it had come to this step, but were resolved to see it through. Under the new system, records will be kept as to the amount of time either party or representatives of each uses facilities, either city or school and appropriate charges made if the hours are not balanced out at the end of the year. The council also discussed sending representatives to Judge Hammond's Open House and to a special Water Sampling Workshop, since new regulations will require the city to sample it's water more frequently. After discussing other few minor items the council was adjourned. cast of characters is scheduled to ap18 as part of the Roosevelt City auditorium School December pear at the Union High will be showcasing students from Recreation Department's special holiday program that some of the fall classes that the recreation department put on.
