Croft said that the increase over the 1953 figure was needed by the Council to more fully meet its chartered responsibility. The Lake Bonneville Council, which serves the area encompassed by Weber, Box Elder, Morgan, and North Davis counties, has the chartered responsibility to make the Scouting program available to every boy of the Scouting age in the council area regardless of race, creed, or color. This chartered responsibility comes from the National Council, Boy Scouts of America, which is chartered by the Congress of the United States. Based upon the 1950 figures, Mr. Croft said, there will be approximately 14,496 boys avail able for Scouting in the Lake Bonneville Council area in 1954. At its present effectiveness, the Council will be able to reach approximately 50 percent of these boys. The Council Organization and Extension Committee has estimated that there will be a total of 307 Scouting units in the Council as of January 1, 1954, and a total of 367 as of December, 1954. At present, the Council is bringing the Scouting program to 4,853 boys in the 270 units. A big part of the increase in Uuits and members is expected to come from the Cubbing program, which has been recently adopted by the L. D. S. Church. The primary and fundamental object of the Boy Scout program is character, education, training in participating American citizenship, and development of leadership ability, Mr. Croft stated. He said that the purpose of Scout Council budget is to provide the resources and facilities to give such a program to the boy and to provide for an office and executive staff to maintain office and field service for the hundreds of volunteer leaders on a Council, District, and Uuit basis.
