This project was initiated by a general order one year ago. Until last November 11, all areas on post were designated by the names of the letters of the old military phonetic alphabet -Able, Baker, Charlie and so forth. The present titles were selected by a local screening committee from a list submitted by the historian of Edgewood Arsenal, Maryland. These titles are the names of deceased Army personnel, most of whom were Chemical Corps officers and. some of whom were of Dugway Proving Ground. Since the alteration in the area designations, signs have been erected which give the name of the individual honored, his rank and branch of service, decorations received and the elates of his birth and death. marks An Army Community Service program, formulated by a is now Department of the Army regulation about one year ago, being implemented at Dugway Proving Ground. In other words, the ZD program is based upon the concept that men can do things rigjit the first time if they set their minds to it. THE ZD PROCRAM was first developed and implemented among Department of the Defense contractors, who adopted the idea to meet production deadlines, reduce wastage and increase the quality and reliability of materiel and services. Because of the assumptions upon which it is based, the success of a ZD program is almost wholly dependent upon the voluntary support and attitude of individuals - the commander, the activity chief, the soldier and the civilian employee. Coordinators of the program recognize that it is unfair for a worker pledged to make no mistakes to lie frustrated with poor tools, unclear instructions, unfavorable working conditions and similar handicaps. THUS, AN IMPORTANT part of the program is the removal of the causes of errors. These causes can lie identified by the workers who can suggest remedies to higher authorities if they are unable to correct the defects by themselves. To this end, a form - the error cause identification form -has been created. Any worker on post may obtain one of these forms from the ZD Coordinator, Major Gerald A.
