Both Councils indulged in the gentle gen-tle exercise of hoquet throwing. K. A. Deal, who was elected on this ticket but refused to qualify, was not present at the opening session. ses-sion. The Council then appointed !n his place Dr. N. il. Packard, who has accepted the position. S. K. Thurman of Provo was hired as City attorney. Mayor Reynolds handed Id the following fol-lowing written outline of policy and recommendations for the consideration considera-tion of the City Fathers during their term of office: "With the exception of a loan at $2000 bearing interest at eight per centum per annum, this city is out of debt, for which I am very thankful "We have a class of citizens that are thrifty, fairly prosperous and pro-f gressive, the majoritj of which are? law abiding and desirous that good order and morality shall prevail, and our laws governing the same be ei; forced. "liy their ballots they have declared declar-ed for prohibition and an expressed desire that the illicit liquor traffic shall be discontinued, and I recommend recom-mend that those who persist in defying defy-ing the law in relation thereto be dealt with in a most thorough and vigorous manner; and I, as your executive ex-ecutive officer, will do all In my power to assist you in co-operating with our city marshal in stopping this traffic. "We are the fifth city in population popula-tion in the State of Utah, but we do not rank fifth in public improvements, improve-ments, a fact 1 am not proud to mention. men-tion. "We are elected upon a platform favoring prohibition and such public improvements as are necessary and practicable, such as water works, electric lights and Immediate atten tion to our water supply for Irrigation. Irriga-tion. "I have ascertained that the Tel- luride Power company will furnish us power for electric light delivered to our city on very fair terms, which seems a splendid proposition for us at oresent. and I recommend .that-wp immediately make a contract with the above named company on the same terms that Provo City is sup plied, and that we own and maintain the poles, wires, etc. within our city. There seems to ' me no reason whv this cannot be accomplished by July 1st of the present year. "A system of water works is worthy of our immediate attention, and 1 recommend that the committee on public improvements give this mat ter attention; tiiid out how best to secure the necessary water, and the apuroximate cost, so that the matter can be intelligently presented to our citizens and their vote upon the necessary bonds can be obtained. "There is no doubt that the ques lion or waier lor irrigation is to us the most iiunoitant matter that concerns us. and 1 wi take pleasure in co-operating with the council In doing all In our power to improve the ditches, gates, and reservoirs, and increasing the water supply, an important nece. sity for the growth and progress of our city. "I am convinced thatour poll tax is not sufficient to maintain our streets and build the necessary bridges, flumes and crossings; and as we are permitted to levy a property tax of dye mills or so much thereof as may be necessary, 1 recommend fiat an assessment of two and one mills be levied for this purpose. I believe our citizens will approve of this as the benefit will be readily 8oen In our streets and sidewalk-. I further recommend that property owners be compelled to keep the sidewalks adjacent to their lots clear of all weeds and obnoxious plants, that a spirit of cleanliness be induced and that our citizens be encouraged in planting upon the proper sidewalk lines, shade trees of choice varieties, and iu beautifying and improving their homes. "The foregoing suggestions and re commendations are respectfully submitted sub-mitted for your consideration. Very Respectfully Yours, H. T. Reynolds, Mayor. To Cure A Cold In One Day. Beneath is the date of the birth and death of the woman who sleeps in this peculiarly marked grave.
