Articles in the newspapers and broadcasts on the TV about the growing problem and the money being made by selling heads and deer parts. The DWR also said that on the try and get it. If you dont, it is up to you to do what you can to help the DWR apprehend people who do. As many of you know, if you are instrumental in apprehending a poacher on the Paunsauguant, you will be awarded a tag for the following year. It seems that the overall situation with deer hunts has become ajoke of sorts, one year its a draw, the next you have to stay up and travel to a distant place to buy a tag, and be there at midnight to cougar you must first apply and draw a tag. Then you have to hire a guide with hounds ifyou expect to have any luck. Guided hunts run anywhere from $1000 to $3000, so how can most of us possibly afford to do this? There is hope however, the Sportsmen for Fish and Wildlife have agreed to help cover costs if you draw a tag. The exact amount a guide will cost is still up in the air. We estimate $400 if the guides are interested in the deer and are willing to help. So get that tag, notify me at 644-- 2 15 1 and if that price holds, you will only have to come up with $ 100 for guide fees. The application period runs from Oct. You can get applications at Kellys Conoco in Kanab or at the regional office in Cedar City. Theres a $5 application charge and the tag costs $30. You must also have a small game license. 10-2- 8. The DWR has enacted a law that does not allow a person to pick up a deer head that is found. Now imagine that youre out in the hills and you find a deer that has died from a wound, cougar or other help, but its along the same natural causes. Its a buck with lines as gun control, there's no large antlbrs, what do you sup- change for the felon but the honpose youll do? If you pick it up, est person is at risk. Vote YES for Hospital Bond The Kane County Human Resource Special Service District plans to replace Kane County Hospital within the next two years. Construction will start within six months. In April of, 1993, we wanted to upgrade the existing hospital. We hired a consulting firm to evaluate the facility. The consulting firms November 1993 report showed the need to replace our facility rather'than upgrade. The sales tax will pay for the construction costs. We must borrow money to build the new facility. We reserve a minimum of 75 of the sales tax monies for the new hospital. Our reserve fund has slightly less than 1.3 million dollars at this time. 1 A Kane County general obligation bond is the cheapest financing mechanism. A general obligation bond will save about 12 interest costs over using revenue bonds or conventional bank loans. The general obligation bond is the only financing method that requires voter approval. The 1 sales tax will pay the indebtedness of the general obligation bond. Voter approval of the general obligation bond for the hospital does not increase taxes. The sales tax is already being collected and will pay the general obligation bond off. 1 The building does not meet the minimum requirements of the (1) state and federal life safety codes; (2) fire marshal requirement and (3) the American Disabilities Act (ADA). With 60 percent of our revenue coming from Medicare and Medicaid, we cannot afford to ignore or disregard the federal and state regulations. The surveying agencies can close the hospital for non compliance. The existing hospital has served the community well, but we have outgrown it. We have also outgrown the space available for outpatient services, emergency room, laboratory, radiology home health, physical therapy, the nursing home unit and visiting physician specialist. Vandalism at golf course The Coral Cliffs Golf Course was vandalized late night October 15. Horse-ridin- g vandals left fertilizer deposits on the greens, as well as damaging hoof at different holes, leaving grounds prints. Flags were taken and work of them. This is not a request for any additional tax increase. Presently we have 13 long term nursing beds and we would like to expand that to 38 long term nursing beds in the new facility.
