Work on the new Watchman County Conservation Service Brings Plans To Date The Kane County Soil Conservation District board of super visors developed their annual plan for the coming year at their regular meeting held January 12, 1967. One of the highlights of the plan is the completion of the revision of the Districts long range program to bring it up to date to meet the present day conservation needs of the District. Mayor Answers Attorney Following is a statement by Mayor A. D. Findlay which was made in answer to a recent letter from City Attorney Ken Chamberlain. Since I took office as Mayor of Kanab City, my principle concern has been that the proper officers exercise those powers and duties that rightfully belong to them and that the interests of the city be fully protected for the benefit of the residents of Kanab. Differences of opinion on who should properly exercise certain powers have resulted in certain special, meetings, amended ordinances and legal proceedings, but most of these differences have, to a large extent, been resolved. There matters Single Cop? Marvin Button To Council 9 are, however, certain remaining unresolved which vitally concern Kanab Citys rights and interests, and these matters were instrumental in prompting the letter to Ken Chamberlain to determine to what extent he had time available and willingness to handle these matters. Despite certain personal differences which I have with Mr. Chamberlain, I have full confidence in his legal ability to produce the results which he has promised. So that the interests of the city are not predjudiced by any further delay, I recommend to the Kanab City Council that Ken Chamberlain be requested to proceed immediately, as the Kanab City Attorney, to resolve all of the pending legal matters of the city. I recommend that the public access rights be immediately secured, and that immediate steps be taken to prevent any water uses of any nature whatsoever in Cave Lakes Canyon, except the use of the city to the first two c.f.s. of water available in the canyon; and that the city water supply in Cave Lakes Canyon be protected from pollution from livestock or otherwise. Mr. Chamberlain assures us he has the utmost confidence as being able to recover full remunerations from the pending case with Kenyon Little; and to serve upon him an injunction compelling him to hook onto the water and sewer line. Therefore, I am recommending to the Kanab City Council to ask Mr. Chamberlain to proceed on this case immediately on a contingent basis of fifty percent of the amount he recovers" for the city. I have considered the recommendation of Mr. Chamberlain that the Mayor and all members of the City Council submit resig nations conditional on the out come of a proposed special election. If this procedure is legal and authorized by Utah statutes, I have no objection to the implementation of such a program. But I have often questioned the legality of certain of the procedures followed by Kanab City, and I desire to be assured that the new procedure now proposed is clearly legal. Therefore, I recommend that Kanab City request Ken Chamberlain to obtain from the Utah Attorney General an opinion as to the legality of the conditional resignations and the special elections proposed for Kanab City. If such a procedure is legal, I shall be pleased to join with the council members in submitting such a conditional resignation. In the meantime, I earnestly suggest that the present officers of Kanab City consider that the paramount need is to administer the city affairs in the public interest and an orderly governmental fashion, and that the property and rights of the city immediately be secured and protected, and that differences in personality or philosophy not be permitted to hinder the city ad- ministration or detract from accomplishing city goals and protecting municipal interests. A. D. Findlay Mayor, Kanab City ty SCD. They plan to sponsor a speech contest on soil and water conservation among the boys at the Kanab and Valley High Schools. The three winners of this contest will be given an al expense paid trip to the conservation boys camp at Utah State University at Logan, Utah, in August. In addition, they will select the most outstanding conservationist during the year and this award will be presented at the Kane County Fair in August. An annual meeting will be held in January, 1968. It will be featured by a slide lecture and presentation of the conservation work being done in the District. Bids for fuel oil for the Library and aviation fuel for the airport were opened with Phillips 66 submitting the lowest bid for the Library fuel and American Oil Co. getting the contract for aviation fuel, being ihe only bidder. Delinquent city licenses were discussed and the council set a March 1 deadline for all businesses to have their 1966 and 1967 licenses paid. At that time unpaid businesses will have legal action started against them, (See lotice, page 4). Rerouting truck traffic in an effort to preserve city streets was discussed, and a clean-utree planting campaign was talk'd about, with the appointment f a chairman forthcoming. p, Kanab High School Nows by DayLean Brown Kanabs Cowboys came out from underneath last weekend with two victories. Friday night they challenged a hard playing Flagstaff church team and the score ended up 69 to 63. Both teams put on a great showing and everyone there enjoyed it very much. Another exciting game was held Friday night when the Kanab Senior girls fought it out with the married women of Kanab. If the clock hadnt gone on the Wink for a while the Seniors would have taken the game with a 1 point lead. All in all it was a very exciting and profitable night. The Senior class cleared about $120 and we wish to thank all those who supported us. Saturday night was really a spirit filled night as the Cowboys defeated the Valley Buffalos in a close, tight game. The score ended up as 69 to 63 in favor of the MIGHTY KANAB COWBOYS! It was a great game and we hope that the rest of our games this season turn out just like that one, only maybe not so close. This Friday Kanab travels to Dixie to tromp down the Dixie Flyers. Its going to be a tough game so Jill of you townsfolk come and support us if you can.
