Last year, capital outlay expenditures for public schools were equal to 1.770 of Utah's personal income, compared to 0.917 in the nation. Again, if all states had spent the same percentage , of personal income for public school capital outlay as did Utah, an additional $3,076,000,000 - enough to build 77,900 new classrooms -- -- would have been available for this purpose last year. Utah's High Education Load Utah is characterized .by ah extremely high education load (highest in the nation), low financial ability, and a superior effort to support education. This is the general conclusion reached by Utah Foundation, the private governmental research organization, in a comparative study of Utah's position in education. The Foundation points out that the above generalization holds true both for elementary and secondary education as well as higher education in Utah. Despite the great financial effort made by the citizenry to support public education, the re-port observes that the amount of money available per student is somewhat below national and re-gional averages, because of the relatively large number of children in the State to be educated This year the current expenditures per pupil is estimated at $345 for Utah, $369 for the United States, and $374 for the eight Mountain States. Foundation analysts observe, however, that Utah generally has been able to spend the available funds more effectively than most other states because of its more efficient school setup. For example, only 4.7 of Utah schools are one-teach- er schools, " com-pared with 26.7 in the nation., As a result, the general overall performance of Utah schools has been excellent, and the State has acquired a national reputation for academic achievement. Utah's high education burden is attributed to a combination of factors including a high birthrate (25 above the U.S. average), a1 traditional zeal for education by the youth of the State, stringent school attendance laws, low per-sonal income (income per school child in Utah is 36 below U.S. average), few private schools,(only 2.1 of Utah pupils attend private schools;" compared with 13.1 in the nation), and a recent influx of new inhabitants. Based on the latest estimates, approximately 5,42of Utah's per-sonal income this year will bs devoted to public elementary and! So something that Henry Hazlitt has to say in Newsweek about government is important. In his' words: "Its true function is to maintain peace, order, and justice; to protect life and property; to refrain from burdensome and inequitable taxation; to remove the punitive laws and deterrents that previous governments have im-posed. Its function is to permit and preserve a sound currency. When it fails to do this, it must bear sole responsibility for the failure." Once government breaks its historic bonds and goes beyond these functions, the result is always the same: Oppressive taxation, a degraded currency, diminished incentive, and a steady whittling away of the- - freedoms of all citizens. |
