TO Sewer partnership beneficial to both sides The partnership between Moroni City and Moroni Feed Company to improve and expand Moroni’s sewer system has drawn fire from some who assert the deal has Moroni City subsidizing the feed company by building a sewer system for the company to use. However, based on the facts and issues involved, the plan appears to be equitable to both the city and the company. We support the partnership between the two and applaud Mayor Scott Robertson’s efforts to keep the project as affordable as possible. Fact: A new sewer system is needed regardless of who pays for it. The system is perpetually on the barely-safe side of environmental regulations. Improvements and expansion are necessary in order to prevent violations during peak use times and to accommodate growth in community. Fact: The responsibility to provide sewer infrastructure lies with the city. Ultimately, if and when future violations or problems occur with the current system, the burden—legally at least—will be the city’s to bear. Fact: Moroni Feed Company is vital to the economic health of Moroni City, as well as to the rest of the county. Anything, such as the sewer issue, that could impact the company’s ability to operate effectively and profitably could have other implications reaching beyond the company itself. Issue: Cost. The cost of the project is much greater than the city could bear alone. The city’s engineering firm estimates the cost at $3.7 million. If the city had to go it alone to pay for a sewer project, there simply wouldn’t be any project. The cost of the project would be prohibitive for Moroni Feed Company to handle on its own as well. Feed company President David Bailey has admitted that cost is becoming a factor even under the current cooperative plan. With these things in mind, it is evident that the city and Moroni Feed need each other for this project. The company needs the services that are provided by the city and the city needs the company’s help to pay for those services. It’s that simple. We commend Moroni Feed Company for showing it is willingness to pay for what it uses. Studies conducted by Aqua Engineering, the company’s engineering firm, have shown that the company accounts for about 90 percent of the sewer’s use. The tentative arrangement has the company paying for about 90 percent of the project. Few companies would so readily pitch in to cover their full share of utility costs. Likewise, we commend Mayor Robertson for his efforts to reduce the cost any way he can. Of course, one of the reasons for doing this is to mitigate the economic effect of the project upon taxpayers. But he also has the Moroni Feed’s interests in mind. He has perhaps gone beyond the call of duty to help make the project more affordable for the company as well as the city. Finally, kudos to both the city and the companyny for the way they have worked together thus far. We encourage them to continue in the same vein. The arrangement for the sewer project is a symbiotic one, not a subsidizing one. With the city paying only 10 percent for something that residents use all the time and must have, the deal is more than fair. When my four children were little, the favorite place every day during the summer months was at the swimming pool. It’s where they learned how to swim. It’s where I learned how to swim. Betty (Stienman) Smith was a great swimming instructor. I want this for the children and youth of our communities, for it will bring many from nearby cities. I’ve seen many cities with a swimming pool close to its entrance; what an inviting thing on a hot summer day. Let’s pull together and support this project to its rapid completion. LaNeice Stott Manti Explains turkey massacre charges I read Tery Robertson’s opinion-editorial in the Jan. 19 Messenger and would like to point out a couple of things. First, she argues very well that this is case of animal cruelty and, as such, animal cruelty charges should be filed, claiming that “based on the charges filed so far, these youths could get as little as a year in jail.” Actually I chose to file a charge of criminal mischief, a second-degree felony, which carries a potential penalty of from 1-15 years in the state prison and/or a $10,000 fine. These charges are on public file at the County Clerk’s Office and have been for some time. The charges I filed are much more serious than the animal cruelty charges that Ms. Robertson recommends. In fact, the animal cruelty charge only carries a maximum penalty of up to one year in the county jail (a Class A misde- meanor), the penalty of which she is critical. The Legislature has chosen not to elevate animal cruelty charges to felony level. I got the Sunderland case to felony level using a different route. I want to assure Ms. Robertson and the public that every effort is being made to see that this case is correctly prosecuted. Ross C. Blackham Sanpete County Attorney.
