SHRINKINC Km1(,cm po8(al , """iarssinNewonean,, Nkw Ouleans, La., Sept. 25.-S- pcc law passed by congress last week has had a wonder-fu- l effect on the New Orleans postoflice, and Us business has shrunk so tnat a largo reduction in the torce has become necessary. Al-though the law has been in operation only a few days, the business in the registry and money ordor departments has shrunk thirty to forty per cent. It is estimated by the post ofllce inspectors that tins business will shrink altogether two-third- s in consequence of denying the lottery the use of the mails, and that the general business of the office will declino over thirty-thre- e per cent. Tm will, of course, entail a reduction in tho number of clerks. Postmaster Katon expresses regret at this but says it is unavoidable. He anticipates no trouble over the enforcement of the law, as tho managers of the lottery company havo given them notice that they have instructed their people not to violate tho law, but to use the express companies. When the anti-lotter- law was signed the Louisiana lottery company dis-charged all its mailing clerks on the ground that it no longer had need for them. It has since taken them back, explaining that it had made other ar-rangements for transacting its business which will necessitate their services. It is understood this arrangement is with express companies, which have contracted to handlo its money busi-ness. The mails, however, seem to be thoroughly closed to the lottery; indeed the company is making no attempt to evade the law, although there is talk of testing its constitutionality in the courts. OPPOSED TO IT. ' Another Objection to the Proposed Mental Ordinance. To the Eilitor of The Timbs: We are supposed to live iu a free country. Then let us be free. I do not mean free to do wrong, but free to try and make an honorable living at what-ever we can. Let a man stand or fall on his own merits, by giving all a show-t-prove their worth. Those who arc unable to do that will soon bo found out and they will have to seek other fields of labor. The proposed dental law is an abridgement of our birth-righ- t. Another shackle on that fair goddess for whom we have fought and bled, and for whom we are all willing to fight. Such an unfair law will work a great injustice to many strangers coming here. Had we not better suffer a little wrong than do a great one? The bill claims to protect tho dear people from quacks, but in truth is it not a selfish measure to bar out competition, and protect tho pockets of a few, aud those few already prosperous? W hen tho "dear peoplo" really need protection do they not generally make it known, by mass-meetin- or by peti-tions generally signed by the grieved ones? Were there a general demaud for dental laws would not tho request look better coming from this great com-monwealth, the ones it is sup-posed to protect, than from the very ones whom it will benefit most. But it is a fact that tho people generally demand a dental law. Are thev not abundantly able to protect themselves? Can they not choose their dentist? If a man is not competent tho "dear peo-plo" soon find it out, and ho has to make himself more proficient or be crowded to the wall. A young man trying to establish himself, knows that ho must do good work, or tho dear pub-lic itself will regulate his practice with-out any dental laws. Our beautiful city has been free from any dental laws for many years past. Was anybody in-jured thereby? A few have been the victims of unscrupulous dentists, but might not that have been the ease if there had been the most strict laws. Tho best of dentists some time make failures. If a man is not honest at heart, will law make him so? If a man is conscietioua will he not treat his pa-tients well and do tho best he can to satisfy them, and if he give them satis-faction, what more can any law ask. If he is governed by a high sense of justice and makd a failure for a patron, will he not be anxious to do the work over, or make a restitution of the money, or a part at least? But if a man has not got the love of right in his heart will dental buys put it there. Can not an operator slight his work, and choat his patient, behind the protection of a diploma? If so, then what protection does the proposed law offer the "dear people." Because of our freedom from dental laws many dentists have come in and are cutting prices "fearfully," so we think, but does that make a man a quack. Some are honest men, and some aro no doubt the reverse. Many have come and fail-ing to establish themselves have gone again, good and bad alike. I see many who have been benefited by tho good men, and I see none who have been in-jured by the bad ones. If there be any let thorn come before the honorable city council in a petition, setting lortn ineir grievances, and ask that a law be passed to prevent them from going to quacks in the future If my brethren who are so afraid of competition as to want a law especially to protect them from quack (cheap) dentists, will only be content, I am sure that they will find the exorbitant rents and great expense of living in a boom-ing city like this, will afford them all the protection they want for a long time to come. Therefore I say, give strang-ers a show. Justice. Htm in IDAHO li Parties Making a Strong Tight, I tut tie Eepublioans Have I it Sure. E OPPOSITION T O DUBOIS.
