Mr. Parsons introduced a resolution instructing the city engineer to estab-lish the street grades around the capitol grounds. This was passed. A letter from Governor Thomas requesting this action accompanied the papers in the case. PETITIONS. Among the petiiions presented and referred were the following: John R. Wilson asked for a lease on the Deseret woolen mills. Yeadon & Heath asked the council to furnish material for a bridge across the Roper-stree- t 'canal. B. F. VVhittemore applied for permis- sion to dig a ditch from South Temple and Third West to connect with a drain of the Union Pacific across Third West. The telephone company asked to be allowed to set poles in the center of t'cond East, from First South to South, and thence to the city limits. The Rapid Transit company asked that grade be established on First Street. The citizens of Grand Junction invit-ed the council to attend the celebration of the Rio Grand Junction railway. Bacon, which was publ-ished exclusively in The Times on aa' Saturday evening. The petition asks for a franchise over certain streets of this city for a broad-guag- e railway to he built from this city to Deep creek, Nevada, a distance of 165 miles, and that the company to be organized to $ build the road be given a lease on the old fort square for ninetjf-ni- n i years at j,, a nominal rental of $1 a year was read, 13, and that portian referring to the franc-hise referred to the committee on Etreets. while the portion in regard to the leasing of the square went to the committee on public grounds. In support of this petition were read resolutions from the chamber of com-!- n merce and the real estate exchange, asking that the petition be granted. A petition signed by 700 citizens, asking ol that Mr. Bacon's prayer be granted was also received. - ' A BOND ISSUE. The most important business transa-cted by the city fathers was the passa-ge of a resolution authorizing the issue of bonds in the sum of $500,000, the e bonds to be 600 in number of 81000 each, v payable at the office of the treasurer twenty years from date, redeemable, however, at the option of said corpora-tion any time within ten years from the date of their issue, interest to be at the rate of 5 per cent per annum, pay-able y at the Importers and Traders' bank in New York City or the Union National bank in Salt Lake City. SaiS bonds to be exempt from all taxa-- r tion. The sum of $25,000, or so much ( thereof as may be deemed necessary, to N be appropriated lor the payment of the interest thereof, and at the expiration of ten years $50,000 to be appropriated for the payment of the principal, which fund shall constitute a sinking fund. The city engineer called attention to the condition of East Temple street; that $1081.93 was due J. S. Morse & Co;, for work on the Emigrat-ion pipe line, and $258.20 was due J. Snell for tunnel work on City Creek canyon; also that a proposition from Property owners on First East and the Mg.e Gate to open up a new street had weu made, which brings to hand the ultimate need of widening First East north of the Eagle Gate; also that the 'ork of establishing stone monuments a street intersections is about com-pleted. It would have been large but for the dispiritiug shower which kept people nearly all the morning. Today it was augmented by 800 school children from the various schools. II jld's band betook themselves this morning to the cupalo tower from whence the strains of their music float-ed out, an inspiration to the coming visitors. The electric lights in the towers show splendidly at night and it is really worth a trip to the fairgrounds to see them. There has been added to the exhibit of chinaware a rare and beautiful col-lection from the brush of Mrs. Frackle tou, noticeable among which are fac-similes of some of the plates in tho din-ner servico of Alex Mitchell of Milwau-kee, and uncle to our follow townsman, Alex Mitchell.
