Dallas, Tex., Aug. 29.- -In ao inter-view with the St. Louis Globe-Democr-correspondent, EuKeno Marshall, United States district attorney, speak-ing of the force bill, said: "A great deal of unnecessary fuss is being made over the federal election bill by those who bave not read it and do not under-stao-its provisions. Nevertheless, I think it was a wise move to postpone it, since there is a tendency all over the country to accept the fact of its intro-duction in congress as evidence that the republican party ueeded to pass it in order to maintain its supremacy. This in my opinion is not so. We have elected our ticket without it heretofore, and will be able to do so in 1H93. with-out invoking its aid. The present elec-tion laws, were they invoked, are even more vicious than the force bill. It only takes threo citizens to invoke them. An attempt was made to do so in St. Louis four years ago, and Judge Treat, of the Lnited States district court, and Judge Brewer, of the United States circuit court, had a row over it. The appointment of 500 deputy United States marshals was asked for to pre-serve peace at the general election, in addition to 1000 special policemen ap-pointed by the city police authorities. Judge Brewer favored it, but Judge Treat informed him that he, as district judge, would have to pass upon the marshal's accounts and that ho would not approve them. I have never known the law invoked in Texas hut once, and that was in behalf of Mills in the Corsi-can-district." MURDERED HER TWO INFANTS. Tha Mother and Father Arrested for a Most Fiendish Crime. Margeline. Mo., Aug. 29. Ou last Thursday a man named James Long and wife Elizabeth, who live about six miles from thW city, were arrested for a most fiendish crime that of murder-ing their own .children. In the prelim-inary trial yesterday it was proven, and admitted by the woman, that she had a child born to her about a year ngo. and when it was 2 days old she killed it. Some three weeks since another was born, and she also killed it when it was 4 days old, and that she used fie same niutliod to kill them both. That was by pressing her thumb into the natal, causing death from the continuous pres-sure. The husband charges the nvother-in-la-with bsing the instigator of the crime, his wife ITeing simple. The strangest part of the affair is that a number of people knew of the alTUir when the first child was murdered, but kept it quiet until the second child was killed. Then the father-in-law- , B. K. Compton, tiled the information and had his son-in-la- and wife arrested. The mother of the children has some land in her own right, uud the theory is that the children were murdered to prevent their heirship in the property. The man Long brings a countercharge, that it was the inteut'on of Coniptou to kill him also and get his property. The parents of the murdered children were held to await the action of tho grand jury, and went to jail iu default of bail. fljN UFJi ROGUE: in Interesting and Instructive Chapter On the Work of the Sneak - ' .Thief 0D BIS LIGHT-IINGEBE- D PAL. lobulations of the Unsophisticated Tour-ist Who Seeks Fun on . the Beach, The ubiquitous rogue and ornnipres-tn- t pickpocket have sniffed, the chilling ,ephyrs and reading in them the grim iejend of approaching winter are put-tin- e on more steam. The season has lucrative one for them and the been a man who has not feathered his nest from the pocket or the unsophisticated visitor to the resorts has been napping on his opportunities. The problem of how much they Svill have scooped in before the winter clerk issues his injunction against outdoor is too deep in arithmetical progression for the ordinary mind to solve. It doubtless reaches into the thousands, for the nef-arious industry has waxed with "unp-recedented activity." Possibly the man who presides over the lockers and whose ears are ringing with the complaints of visitors has an indistinct idea of the grand total but a9 many cases were not reported he would find it difficult to back the column up with a notarial seal. The past week has been productive of a chapter of losses, not .to mention the disappearance of a diamond valued at 11000 and for the recovery of which a reward of $100 was offered through these columns. "There ain't no way o' gettin' ahead o' the thief," remarked, a tall, gaunt fellow at whose feet a complaint was launched yesterday. "You see they sneak the key to one room and that conies purty nigh givin' 'em the right to enter all." The speaker who had subsided in a backless chair during a momentary calm in business became more confi-dential as he warmed up to his theme and recounted a chapter that would en-title it to a place in any volume on crime. On Tuesday an unsuspecting young man who ignored the warning cardboard that stared him out of count-enance took a gold watch and chain and a roll of bills amounti-ng to $30 into the locker with him. He had been spotted by the sneaking denizens of the avenue that runs through the rooms and - upon his return found himself temporarily bankr-upt. He had seen the admonition blazing from the hundreds of cards that are tacked on wall and door but con-gratulated himself that the raven would overlook his apartment when there were so many others to tempt him. A woman, secreted a small but costly time piece in the inside pocket of her basque and a moment later was cradl-ing in the waves. It took but a second for the marauder to shake it from her garments and add it to the profits of theseon. A well known real estate broker who wades through confusion with the nonchalance of an old timer was amone the comrjlainants vesterday . He had left but a few silver pieces in bis trousers. "No temptation to a rogue," he reflected as he came forth like an Apollo clad in scarlet trap-Ping- He had overrated the cons-cience of the gentry, however, and he mounted the pavillion a penniless touri-st. These experiences are of daily oc-currence and yet the visitor does not profit under their costly teachings. The railroads nor the bath house offi-cials are to blame for they have not only hoisted the flag of danger but have provided a safe deposit where anything from a "silk wipe" to a Kohiuoor may be left with honest and respons-ible custodians. It is the pil-grim who must arraign himself n a charge of rank stupidity and without the expense of an inquiry plead guilty. The policeman who now and then warbles forth a comforting cascade from the Mikado Says it is impossible for him to keep the widespread resort within the range of "is vision, and points the victim to the card and deposit window. No. the Visitor must be his own guardian, and "ntil he understands how to do it the reigu of the sneak thief and pick-pock-continue to be one of the exciti-ng features of an afternoon on the beach. The pick-pock- who boasts accom-plishments that raise hirn above the ordinary rogue has a more comprehn-lv- e jurisdiction, and is scarcely depen-wn- t upon any of the seasons. He "nds as big a crop of the onwary in winter as ' in summer and when the fascinating land-?aP- e at the lake shall have disappeared 0,ineath an expanse of snow he turns to ""her resorts. He has been doing his rk with great zeal and fervor during "ie last few hours and last night suc-ceeded in nipping a wallet containing and two tickets for Cincinnati from "J1- - Blair, who has been for several Ijks the guest of Mr. and Mrs. Holmes of the Continental hotel She de-jected her loss before the train depar-t- h ai?d noti'ied the depot officials but , e th'ef had gone into voluntary obliv-n- . About the same time a traveler reported the loss of a gold watch and cnainthese come high but the enter-prising gent must have them. "? gentleman left a de-scription of the articles and then "oartied the train with about the same "ance of recovering them that a block 01 ice has of enduring the heat of the Werno. The most effective method of oppressing this nefarious dynasty is to 'nstitute a fierce and unrelenting pro-ai- e on the ancient order of bums, and w make an autumnal cleaning out ol dives that foster them. |
