The Wyoming admission bill was again taken up. Mr. Springer, Jnf Illinois, said that the Wyo-ming bill imve the Mormons the riL'hts of snf. frntfe. The Idaho hill deprived the Mormons of the right to vote. The renwm was, that in Wyi-min- g the Mormons voted the republican ticket, wuile iu Idado it was buhiwx'UkI that they voted the democratic ticket. He believed that if the Mormons of Utah wonld vote with the republi-can tichet, Oie gentlemen of the other side would railroad a bill through tho house for the admis-sion of that territory. At 1 o'clock the previous question was or-dered. Mr. Springer offered an amendment providing for another convention under the authority of congress. This was lost yeas 121; nays 18H. Mr. Hpriuger then otTored another amendment providing that there lie an election in Wyoming op the first Tuesday after the first Monday in next, for representative to the lifty-fir- st and congress, suite and judieial otli-ce- s; the constitution to be voted upon, and if tiie vole is against female sutlrage then that tiaMire, to be eliminated from tho constitution. In the case of Frank Hiirn and others, who made application to lo-cale Valentine scrip npon tide lands near Seattle, ia the stale of Washington, the secretary of the interior decided that such land is not within the intent of the act of congress authorizing the issue of Valentine scrip on public lands of the li nited States. He holds further that since loca-tion upon unsurveyed lands it was merely a preference right to perfect such ltication after survey ai against claims of all others except the United States, hut that until such location is adjusted U pnblio surveys, the United States has autliorits todispnao of the lands covered thereby. Such disposition he holds is made by the tract in con-troversy by the admission of Washington iutxj the Union as a state.
