What has the Community Action Program done? They have been nothing, yet no one says anything. And who really gets hurt - the people, the poor and the minority people who continue to get walked on. Harper said he saw himself as a communication link between people with problems and agencies designed to offer help. The biggest problem in establishing the mental health office in Central City has been educating residents of the services available and encouraging their use of these services, he said.
