The greater number of peopie in District 10 are in the low and middle income group and my principal thrust will be toward legislation that will be the most helpful to these people. We are much in need of increased consumer protection and this includes the matter of lower interest rates on consumer credit sales and installment loans. We have been hearing a lot about help for the consumer recently from the Attorney General's office, but have seen no signs of any proposal to lower exorbitant 21 and 18 interest rates which are popular with those urging us to make installment 36, purchases and take out easy credit installment loans. Increased job opportunities are needed as one way of lowering our crime rate and if private business will not utilize our available labor force, then perhaps other means should be generally. The time is far past when we can safely say that we must go slowly and not disturb the status quo. It is already much disturbed. We must look ahead, grasping for new ideas, turning new leaves, listening to new presentations. To this end, pledge my most earnest efforts, coupled with the resolve to always speak out and react I vigorously against injustice, prejudice, discrimination, intolerance and dishonesty whenever and wherever found in Government. DIANNE HOUSER State Representative District 10 (specifically the State Auditor and Attorney General) who are now answerable to the voteis. This proposition would make our elected officials mere figuieheads with little or nothing to do. Proposition 2 is the wrong solution to a problem. The pioblem is that it takes 3 - 6 months or more for an accused person to come to tiial. The couits aie too slow! proposition 2 would take away the light of a man to post bail and allow the judge to have him imprisoned until the tiial, merely because he's been accused (not found guilty) of two felonies. This changes the presumption of a man being INNOCENT until pi oven GUILTY, to GUILTY until pioven INNOCENT. if Proposition 3, passed along 1, would with Proposition eliminate all Constitutional mention of the local control of our schools. Proposition 4 would replace the present local governments of most of our cities and towns in Utah with consolidated governments. These are outlined Senate Bill 92 and call for the election of only the Commissioners of these single, county-widgovernments, while all the administrators, such as the presently elected County or City county-wid- e in e Treasurer, Auditor, Clerk, Attorney, etc. are appointed. As in Pro position 1 , Proposition 4 would take the control of the government out of the hands of elected officials and replace them with officials appointed by the government. This destroys the American Concept of a REPRE-SENTATIV- E DEMOCRACY. favor a more representative government through the passage of a recall law. Utah needs a way I (other than waiting until election time) that the people themselves can recall any public official who is not representing them.
