The $100,000 of Model Cities money was combined with LEAA grant and with local matching funds provided by Salt Lake City to provide a corps of four squads of five men each, one educational officer and one administrator and supervising with necessary clerical help, supplies and equipment. The program was to include a major emphasis on high incidence crimes which would include auto theft, larcency, burglary, robbery and sex crimes. The LEAA grant provided to the Police Department funds to pay a consultant for a separate intensive evaluation over a period of this project's 16-mont- h activities. Because of the complexity of the Tactical Squads Project and the existence of the outside contract, it was determined early in the first action year that Model Cities staff would do little evaluation of this project. They would instead work with and remain in contact with the Social Research Corporation and the staff of that corporation squads would be assigned to work solely within the model neighborhood; each of the other squads would be assigned a crime or group of crimes that they would specialize on within Cities parts of the the Salt Lake City jurisdiction. This non-Mod- soon proved to be an unsatisfactory method of operation. The squads now work together, each squad as a solid team and the areas of emphasis are basically the same. One of the squads is assigned to work predominantly in the model neighborhood, the other three squads serve the rest of the City. If necessary, the squads can be combined together to coordinate their efforts on a single area. For this purpose, the squad in the model neighborhood can move outside the neighborhood and into the rest of the City or the squads in the rest of the City can move into the model neighborhood. One of the sergeants assigned to the Tactical Squads serves as an educational officer, he designs programs, conducts classes, assemblies and does community relations and education work for the area of concentration with which the Tactical Squads are squads, each consisting of four officers and a sergeant, are the basic structure of the Tactical working.
