The Speaker ruled tho points were well taken if the bill was a tax bill, but the Senate couldn't originate such a bill, and tho Speaker must decide if the bill was not properly here. Garfield then raised the question ques-tion that the bill was not properly in the House and should be returned to the Senate, but the House decided against him.
