Cole's bill introdued yesterday, fixing the Pacific railroad terminus in tan Francisco, amends the ninth section of the original State's right act of 2, so as to provide that the western terminus of the Central Pacinc shall be at a point to be selected by said company com-pany on the peninsula of an Francisco, Fran-cisco, north of Hunter's Point, within tho corporate limits, and complete the road to such point before tho 1st o! July, '74, in such manner as not to interfere in-terfere with the naviga'.ion of the bay or materially obstruct the flow of the waters thereof, under the penalty of forfeiture for-feiture of the entire road and franchises. The bill was referred to the Pacilic rail-, road committee, of which Stewart is chairman, so there is little piobability of a favorable report. The appropriation committee has reported favorably on HA) for the removal of Kincon rock, $7o,- UOO for tho "Wilmington breakwater; besides $12(1,000 for improvements and repairs at ilare island. The engineer department officially reports re-ports to congress that only 4U0 acres of tho Presidio reserve are needed for mill- tary purposes during peace, but the whole would be required during war. There was a lire in tho west part of town to-day, with a strong wind, and serious apprehensions were felt at one time for tho safety of the city. Tho loss is very heavy, but not aseerluino. Tho snb-coiumitloe of tho Georgia legislature, who completed com-pleted their investigation last week, tjnd that tho books of tho State treasurer do not show the increase of Georgia's debt to tho full by several millions.
