territorial bonds approved March 13 Ib80 and reference is made to said act for details Attention is called to the facts that besides Ids series the territory has a bonded indebtedness indebted-ness of only 8150000 that by an act of Congress it is restrained from creating such indebtedness to an amount exceeding one per cent of its axed value and such indebtedness can be created cre-ated only for charitable and educational purposes pur-poses These bonds ale by law exempt from taxation for any purpose tnthm tht territory and they cannot be sold for less than par and accrued interest and any and
