Show The Porte's Active Preparations. Constantinople, Sept. 30. Indications today to-day point to active war preparations by the Porte. Eighty battalions of first-class reserves re-serves are being mobilized in the districts bordering on the Black Sea, at points which will facilitate the transportation of troops for duty in Roumelia in event cf the Sultan being compelled com-pelled to adopt extreme measures to settle the Roumelian difficulty. The transportation transporta-tion department is actively engaged in furnishing fur-nishing means for the concentration of troops at the most available points for advance ad-vance on Roumelia. ' Under Ghozei Osman Pasha, the late Turkish Minister of War, who was dismissed September 25th, the army was almost entirely en-tirely neglected, and large sums of money voted for military purposes were used in other ways than those for which they were meant. Inquiry has revealed that the Ad-rianople Ad-rianople army which was supposed to be 15,0C3 strong, contained not half that nam ber. The soldiers have no uniforms and are shoeless, and the cavalry is unable to march owing to the lack of horses and necessary accoutrements. |
