No. 48, amending the charter of Pleasant Grove City. By Mr. Francis From the Committee on Claims and Public Accounts, recommending recom-mending an appropriation of $75, to pay W. K. No. 31, and asking for a committee of conference. confer-ence. H. F. No. 39, to amend chapter 21, laws of 1884, relative to mortgages of personal property. The amendment has reference to rolling stock of railways,- to. which the law is hot to be applicable, and the recording re-cording of mortgages in each county where such railway equipment is used. Bill passed. . Substitute for. H. F. No. 20, to encourage en-courage the growth of timber, was made the special order for to-day. . Substitute for C. F. No. 24, incorporating incorporat-ing Nephi City, was made a special order or-der for to-day; . . " Substitute, for H. ,F. No. . 18, amending the- incorporation of Park City. It' changes the 'salary of the -Mayor and members of the Council from $i to not exceed $150 per annum. Passed.- H. F. No. 48, amending the incorporation incorpora-tion of Pleasant Grove Citv. Read third time, amended and passed. A message was read from the House giving notice of the rejection of C. F.'No. 14, the legislative apportionment bill. Also, from the same, giving notice of the appointment of a conference committee commit-tee relative to C, F. No. 34, of fire insurance insur-ance companies. -The President appointed appoint-ed Francis, Hammond and Sharp to act for the Council. At 3 :00 adjourned till 2 p. m. to-day. ' The Honse. February 23. Mr. Cannon moved that when committees reported on bills they do so either' favorably or unfavorably. The resolution was adopted. MESSAGES FROM THE COUNCIL: That the upper house did not concur in the House amendments to C. F. No. 34, amending chapter 46, Laws of 1884, relating re-lating to fire insurance companies. Messrs. Creer, West and Farnsworth were appointed a conference committee on the nart ft t.liA TTntioa Also, stating that H. F. No. 15, relating to the amending of the charter of Richfield Rich-field City, had passed the Council with amendments. Subsequently the amendments amend-ments were concurred in. Also, that C. F. No. 37, amending section sec-tion 1, chapter 45, Laws of 1884, relating to private corporations, had passed. Committee Com-mittee on Private Corporations. s The Council returned the substitute for H. F. No. 18, amending the Park City charter, with amendments. Concurred in ' Another message stated, that H. F. No. 48, amending the charter of Pleasant Grove City, had passed the upper house, with amendments. Concurred in. The substitute for C. F. No. 10 was read, put upon its passage and passed by 18 ayes to 3 nays. The bill makes it a misdemeanor to kill deer, elk, antelope or mountain sheep between December 1st and September 1st of each year, or at any time it is a misdemeanor to kill said animals for their hides. It also provides that no trout less than six inches in length are to be caught. II. F. No. 52, thebill annexing all that country east of the Grand river, in Emery county, to San -Juan countv, was read, and being faulty in points of" law, was recommitted re-committed to the Committee on Counties. Coun-ties. H. F. No. 41, after being read," passed by a vote of 19 to 1. This bill makes an annual appropriation of $10,000 to the Deseret University, provided fifty normal students be instructed free of charge for two years at a time. Pending the consideration of H. F. ' A communication from the Territorial Auditor, stating that the lease of the rooms in which he is situated expires on March 1st, 188G, and asking that some steps be taken to provide for rooms from that date.
