Nielson to address Tax Rollback issue Ray Nielson will be speaking on the Tax Rollback Initiatives issue at the next meeting of the AgingNHuman Resource Advisory Council on September 8, 1988. The meeting will be held at the Salina Senior Center, 330 West Main, Salina, beginning at 9:30 a.m. The public is invited to hear about this important ballot issue. Blood Pressure Clinic. SeDt. 1 A blood pressure clinic will be held Thursday, September 1, at the Senior Citizen Center. Local EMTs have volunteered to provide this service for senior citizens of the area. Lions Club sets Paper Pick up Saturday, September 3, members of the Lions Club will be canvassing Salina for their monthly paperpickup. Residents are urged to have newspapers tied in bundles and on the curb by 9 a.m. The Lions Club is a service club that helps in civic activities, youth activities, programs for the blind and visually handicapped, and Say No to drugs. The Lions Club asks for your support Lions Club works on NSHS complex The Local Lions Club has met on four occasions in the evening as a work detail to complete phase one of sawing off railroad ties, leveling ground for cement and other work to help prepare the football complex for North Sevier High School. Work DURING LAST WEEK County Drug finds net nearly $273,000 Three separate arrests by Utah Highway Patrol and Richfield City Police Departments resulted in the confiscation of $ 140,628 which was identified in drug dealing operations. Lt. Dan Chidester, of the UHP, reported that his agency confiscated $1 14,628 in two arrests. The largest, $89,920, was found when a car was stopped near Vermillion on a speeding violation. According to Chidester the registration of the vehicle did not match the drivers identification. Permission was obtained from the driver to search the car. A thorough search, using a dog, turned up two half ounce bags of marijuana, along with a paper sack containing money, which Chidester said had the residue of drugs on it. Two men in the car, Bradley G. Skramstad, 33, of Minnetrusa, Minnesota, and Mark Gregory Jensen, 32, of the same city, were charged with possession of a controlled substance and conspiracy to possess a controlled substance with intent to distribute. They both posted $10,000 bail and agreed to forfeit the money. A young male who was with them was turned over to social services. The Richfield police department stopped a car on a speeding violation. The officer suspected the two had been drinking and received permission to search thecar. During the search two large bundles of money in a duffel bag were found, which officers claim was the result of drug sales. Five grams of cocaine were also found. Jan Tapia, 20 and Jose Orozco, 21, both giving Los Angeles as their address, were charged with conspiracy to distribute cocaine, possession drug-sniffi- , Representative progressing on whitewashing "$" on mountain The Salina Lions Club is pursuing the project of sponsoring some group or individual to give the S on Gum Peak a new white coat of whitewash. Four different parties ave contacted president of the club, Kent Nielsen, about completing the job. President Nielsen is now getting approval from BLM to get into the area of the S with materials. A decision will be made of the feasibility of this project and what individual or group will be given the responsibility for the task. The Salina Lions Club will furnish the materials needed. Another incident occurred when Rafi Shotland, 20 of Los Angeles, who had been stopped on a speeding violation, gave officers permission to search the vehicle. During the search $24,708 was found. The suspect allegedly later admitted that he was running money for drug dealers. Shotland was released after posting $2,000 bail and agreeing to turn over the money to authorities. He was charged with joy riding. A large sum of money was cash after investigation, $1 32,000 in drug money was found and confiscated. Hector Mejia, 43; Hector Gabino, 32; and Jose Flores, 26, were being held in the SevicrCounty Jail on charges of conspiracy to possess and sell drugs. g The County identified on the dog, drugs money. drug-sniffin- Partridge relieved of Counseling duties; will continue coaching The Sevier County Board of Education voted to uphold state recommendation and give Glen Partridge a letter of termination effective immediately. Glen is the Counselor and head football coach at North Sevier High School. In explaining their decision board President Ross Marshall, explained that Partridge has not been a state certified counselor for the past four years because of his lack of graduate schooling. Each year the state has funded the counseling position at the high school because the district was able to show special need. Marshall explained that last April a letter was sent to Partridge stating that if he did not obtain his , certification before the start of the new school year in September he would be terminated. This was prompted when the state funding personnel advised the county that they would not likely fund his employment in that position any further. They work with uncertified teachers just so long and they felt Partridge had been given enough time to obtain his counseling certification. Ruth Jackson made the motion to uphold the state administrators recommendation and send a letter of termination to Partridge. Ross Marshall seconded the motion and it passed unanimously. Glen Partridge explained that he was caught in a situation of circumstance. He stated that when the counseling position opened up at North Sevier four years ago the county asked him to fill the position as there was no one else to turn to. He explained to the district administration at that time he would fill in and be the counselor but that he would not return to school for the necessary quarter hours it would take to certify him as a counselor. Every year I would ask them to get me out of the counseling job and put me back in the classroom, explained Partridge. Basically they took me out of the Social Studies classes that I was credentialed for and put me into the counseling posi Proposal to put railroad Another proposal for a Rail Road in Sanpete and Sevier Counties was officially talked about with area farmers and landowners in Center-fiel- d last week. Those who attended the meeting were mostly the land owners who would be effected by the proposed route running from Levan South to Salina. Mike Synder.Lindon, Utah, is the president of Central Utah Rail Road Inc., and met with landowners last week. He is proposing to run a rail road line from Mills, which is just west of Levan where it would tie in with Union Pacific, South past Yuba Reservoir to the Fayette Canal. He proposed the line to run on the east side of the Fayette Canal as it came down through the valley to Salina. The East side of the canal already accommodates a power corridor. The tracks would be located 200 feet away from any power lines. The tracks would be between the highway and the lake at Yuba, between Fayette and the highway, confiscated, and three Mexican nationals are in the Sevier County jail as a result of a Friday morning arrest, according to Captain Bud Larsen, of the Sevier County Sheriffs Department. A deputy sheriff stopped a vehicle about thirty miles East of Salina, according to Larsen, and in then stay on the west side of the Valley starting at Gunnison on down through to Salina. This is just a proposed route we are still open to other options available as land owners raise questions and present problems about the proposed route, said Synder. Watering stock from the canal presented the biggest problem to land owners as the track would cut them off from this use. Synder proposes a 99 year lease on the some 200 acres of land they will need 50 feet wide for the 40 miles involved. The price to be paid for the lease will be in the neighborhood of $25.00 an acre with higher values set for irrigated lands. Synder s corp. would pay the taxes on this land as part of the lease. There would also be an option clause in the lease. With this proposed route there would be 40 miles of track that would be laid. With the cost for grading and ground preparation and tion that I wasnt credentialed for. Why? They needed help and so I filled in and now, where did that get me? Partridge did complete sixteen hours towards his certification this summer. He stated that by the time he received the letter spoken of in April, graduate programs were already filled in March so it was a little after the fact. He also explained that the April letter was the first time in four years the district had ever put a time frame on when he needed to complete his certification in counseling. Presently there are no positions open in the district where Partridge could be put and so he will be unemployed with the district except for his coaching pay, until something opens up. Glen stated that off and on there have been positions open but when he applied for those classes he was asked to stay in the counseling position. The board did offer Glen first chances on the next position that opens up in the district in which he is certified to teach in or out of the classroom. As far as his football head coach position Glen stated that I have committed to the kids on the football team to stay on as long as I can handle it. Therefore he will continue to coach the team throughout the season as well as help with the basketball and track teams as well. Marshall stated that Partridge was in fact aware of the need to be certified from the beginning and the problem that faced the board was one of the state not seeing any progress in Partridge trying to get certified in Counseling and therefore they have the right to hold back from the funds the slate sends to the district the dollars equal to Partridges salary because he is not certified. The counseling position was opened up as of last week and the district is actively seeking applicants to fill this position at North Sevier High as soon as possible. in Sevier, Sanpete surveying and by using abandoned rails Synder hopes to keep the cost of the line near $5,000,000. He ex- plained that the federal government and some state money is now being soughtby his company in the form of loans to be paid off in thirty years. The high unemployment in the area will help him obtain this funding, He admitted that to date none Continued on Page 2 WILL BE HELD SEPT. 6, 8 P.M., CITY HALL Public Hearing set on refinancing bonds for Zions Bancorp. A public hearing will be held next Tuesday evening at Salina City Hali to approve or disapprove the issuance and sale of Industrial De- velopment Revenue Refunding Bonds to Zions Bancorporation. The bonds are for an amount not to exceed $800,000 and are to be used for further development of local industry. The bonds are a of bonds sold in 1981, according to Salina City Attorney, Michael Jorgensen. The bonds, if refinanced, will stil piatuip at the same J991 date, and the City has no obligation whatsoever, Jorgensen said. There is no real advantage to the refinancing, Jorgensen said, but its more of a good neighbor policy. There are also no disadvantages - the city is not liable for anything involved, Jorgensen. The meeting will be held just prior to Salina City Councils Tuesday, September 6 meeting. The date has been changed to accommodate the Labor Holiday on Monday.
