I called this matter to the attention of the Secretary of War and discussed it with him fully more than two months ago. He explained to me at that time that the two batteries formerly at Fort Russell had been ordered to the Philippines; that Fort Rusell was recognized as an artillery post, and that It had been the policy to keep the full quota of artillery at that place. Fort Russell consists of 35.000 acres of land, which affords am pie room for artillery practice and He said that If the batmaneuvers. teries si Fort Russell had not been trdered to the Philippines the troops Rt Fort Douglas would have been sent Although I have talked with him fully three times since, he has declined to Intrrfe-- e with the transfer of these batteries, although he has promised me that the question of sending Infantry or cavalry to Fort Douglas to replace the batteries would be given every ct nsideration. and I have every hope that something will be done In the near future. The matter Is not being overlooked at this end, and can assure you that I shall make every possible effort to secure an order for the transfer of other men to Port Douglas at the very earliest possible moment.
