In Utah, the governor has the name and the blame without the fame that comes from the direct application of administrative authority. The Utah Little Hoover Commission found that die people of Utah expect of their governor the maximum performance that can be demanded under the traditional system of checks and balances. That office would be responsible for prompt acknowledgement of receipt of each inquiry. It would refer each inquiry to the appropriate office for action or information.
