Construction halted, he said, while application for rezonlng was made In December, 1960 . Staff and planning commission approval was won, he continued but the county commission balked until March of 1961 when they rejected the application entirely, Mr. Larson, he said was chairman of the county commission at that time. Mr. Mackay linked the sequence with the fact that Mr. Larson owns the building In which the Magna Post Office Is located tComplete his Indictment. He was collecting $130 a month rent In 1950, and It went up to he said, $148 a month In 1958. In 1960, rental Income from the post office moved to $250 a month and the building Is still th leased from Bill Larson on a basis. The Magna Office confirmed the owner of the building Is W. G. Larson. Mr. Cannon's sensational charges centered around his statement that Democratic control of the commission Is prlnciplely politically oriented. Two years ago, he said a letter was sent to Democratic workers in Salt Lake County by then county Democratic chairman Wayne L. Carlson, urging the defeat of commission chairman W. G. Larson and the substitution of Marvin G. Jenson. Later he exhibited copies of the purported letter. He continued, "One of the basis for urging the defeat of Mr. Larson was the fact that he had not contributed to the sustaining fund. And he had not forwarded the funds to headquarters he had collected from county employes. This letter, In effect, succeeded In firing a county employee, Larson, at the top level for having failed to contribute to the sustaining fund. I again call upon him to come forth with these Democratic funds which are badly needed at this time. I also call upon him to transmit current Democratic funds which have not been forthcoming since July 10th. Elaborating other grievances for several paragraphs, the letter then reportedly says: It Is my sincere belief that in view of Mr. Larsons record of defiance and PAY OR ELSE As I understnad It, county employees, are required to pay In cash two percent of their wages to the party for which they receive no official receipt. "It Is my understanding that lesser employees of Salt Lake County have been dismissed for failure to make the voluntary contributions to the flower fund. "Assuming a 100 percent collection from the county payroll, which was $5,221,386 in 1963 and is estimated to approximate $6 million in 1964, one can readily see that a very substantlonal amount of money would be accumulated. I would like to call for an audit of those funds as they are quasl-publ- lc funds and some accounting shoud be made. FUNDS FOR RAMPTON? It Is hypocritical on the part of Mr. Rampton, who Is running for Governor on the Democratic ticket, to criticize an October 15, 1964 opportunity that was given some state employees to contribute to the party of their choice voluntarily when he must realize the present practice being followed In Salt Lake Coutny. And It Is rumored even that Mr. Rampton received $5,000 from this fund for his campaign. Commissioner Bill Larson had failed, during the entire term of office of the past county chairman, to pay one cent to the sustaining fund. It had been agreed and promised that he would participate. Mr. Larson was contacted a number of times on this matter I .
