The president of an election board In a Maryland country next to the District of Columbia has announced a plan to withhold his countys presidential election returns untli 11 P.M., November 3, when the California polls close. E ven though the returns from one county are only a drop In the bucket, the official hopes other areas will follow suit. He Is Tearful that early East Coast returns plugged Into network computers might somehow change West Coast votes. His plan has received support on the Hill. Representative Oliver Bolton, Republican of Ohio, said this week that lf other election boards throughout the country were voluntarily to follow the lead of this Maryland county, we will have taken the first step toward a possible solution to the threat posed by early network election declarations.
