that it is i proposed to aman amend article XIII section 2 of the constitution ution of the state of utah as amended at the general elect electa n in 1930 to read as follows sr 2 all ali tangible property in the state not exempt under tinder the laws of the tha united states or bader this constitution shall be taxed in proportion to its value to be ascertained as provided by law the property transmission lines and other property used to foi generating and delivering electrical clicc power a portion of w aich is used for furnishing power for pumping water for irrigation purposes on lands in the tha of utah may be exempted from taxation to the extent that such property is used for such purposes these exemptions shall accrue to the benefit of the users of viator ater so pumped under such regulations as the legislature may prescribe the taxes of the indigent poor ruay may be remitted or abated at such times and in such manor maner as may be provided by law the legislature may provide for the exemption from taxation of homes homesteads and der personal onal property not to exceed 2000 in value S for homes heroes and homesteads hon cst eads and for personal property property not to exceed in value owned by disable 1 persons who he served in any war in the military service of the united states or of the state of ution utan and by the unmarried widows and minor minor orphans of such persons parson may be exempted corin emited empted ted as the legislature may provide the legislature shall provide by law for an annual tax sufficient with other sources of revenue to defray the estimated ordinary expenses or 01 the state for each fiscal year for the purpose of paying the state debt if any there be the legislature shall provide for levying a tax annually aniu alty
