proposing to amend XIII secal section n 2 of the constitution of the ente of utah as amended at the general election in 1930 relating to taxation of tangible property ascertainment tain ment of value exemptions and the annual rax fax for the state be it resolved by the legislature of the S state tate of utah to thirds of nil all members c elected to ach louse house and two thirds of all members of each bouso concurring therein SECTION 1 that it is proposed to amend article XIII section 2 of the constitution ution of the state of utah as amended it at the general in 1930 to read as foil follows ws SECTION 2 all tangible property in in the state not exempt under the laws lavva of tho the united states or aider this constitution shall be taxed in proportion to its value to be ascertained as provided by law the property of the united states of the state counties cities towns school districts municipal corporations ond public publia libraries lots with the buildings thereon used excle dively for either worship or charitable purposes pui poses and places of burial not hold held or used for private or corporate benefit shall be exempt from taxation water rights ditches canals reservoirs reset doirs power plants pumping plants transmission lines pipes and flumes blumes owned and used by individuals or corporations for irrigating lands within the state owned by such individuals or corporations or the individual members thereof shall not be separately taxed as long as they shall be owned and used exclusively clu for such purposes power plants power transmission lines and other property used fox foi generating and delivering electrical power a portion of which is used for furnishing power for pumping water for irrigation purposes on lands in the tha state of utah may be exempted from taxation to the extent that guelf suan property to used for cor such purposes these exemptions shall accrue to the benefit of the users of water so pumped under such regulations as the legislature may prescribe the taxes of the indigent poor may be remitted or abated at suck such times and in houch such maner as a s may be provi provided il ed by law T the legislature may provide for the exemption from taxation of homes homesteads and personal property not to exceed 2000 in value for homes and homesteads and for personal property property not to exceed in value owned by di disable persons aho ho served in any war in the military service of the united states or of the state of utah and by the unmarried widows and minor orphans of such persons may be ex canted emoted as the legislature may provide the legislature shall provide by law for an annual tax sufficient with other sources of revenue to defray the estimated aidin ary expenses or at the state for each fiscal year for the purpose of paying the state debt if any there be the legislature shall p provide for levying a tax annually sufficient to pay the annual interest and to pay the
