WASHINGTON, Dec. 20 (UP) Congressional action nithe two emergency relief measures, requested by. resident resi-dent Hoover was completed today and congress prepared to adjourn for the Christmas holidays. ' The measure authorizing $45,000,-000 $45,000,-000 for loans to drought-stricken farmers was , transmitted to the White House. Senate Recedes The blll appropriating $116,000,-000 $116,000,-000 to expedite federal construction work and thus help relief unemployment unem-ployment need only to be signed by Vice President Curtis before it too would be -sent to the president. Mr. Hoover was generally expected expect-ed to sign both bills before night, although it was possible he might decide to have them perused by the budget bureau first. The funds authorized by the drought relief bill will not be available until congress passes a special appropriation measure. This is expected to be done as soon as congress reconvenes after the Christmas holidays. The $116,000,000 ; for emergency construction projects will be available avail-able immediately. Legislative action ac-tion on this measure was completed complet-ed when the senate finally receded from all its amendments which the house . had refused to accept, including in-cluding one tha.t would have compelled com-pelled contractors to employ -local labor at the highest prevailing wages.
