Hutchinson has been charged with three counts of contributing to the delinquency of minors, including performing sexual acts with an underage boy. Each of the charges is a misdemeanor carrying a Budget Plan Seen Hurting Farm Cause - SALT LAKE CITY (UPI) The president of the National Farmers Union said this weekend the Carter Administration's commitment to balancing the budget was keeping farmers from getting parity prices. Tony Dechant told a news conference prior to the opening of the union's national convention that because of Carter's promise to balance the federal budget, "he resists anything that's going to cost money." Dechant said the difference between increased loan rates on farmer's products and the target price for agricultural commodities must come out of the federal treasury. "It is utter nonsense to suggest that providing farmers with 100 percent of parity prices would be a bureaucratic nightmare, an administrative monstrosity, and would rob farmers of their freedom," he said. "What freedom? Farmers were encouraged by the federal government to produce but when they did, there was no plan for the surpluses. I'm for the free enterprise system, the free market, but we have to deal with Russia and China where we're dealing with political policies, not supply and demand." Dechant said government edict was not the only way to achieve parity, which is currently at about 67 percent. He said farmers could benefit from the same type of state legislation which guarantees public utilities a certain percentage of return on investment, about nine percent nationally. "If farmers had that nine percent guarantee the $670 billion investment last year would have resulted in $60 billion in net income instead of the $20 billion we did make." Dechant said American farmers had parity from 1942 to 1952 and it "didn't bankrupt the country, nor did it bankrupt consumers." He said the wholesalers and retailers raise prices and leave them there, even when farm prices go down. Dechant, whose organization has a membership of about 250,000 families, has not taken a position of either support or opposition to the national farm strike, but he expects a resolution to be made at the convention dealing with the strike. Dr. John Bailey, director of the Bear River Health Department in Logan, said the State Health Division confirmed that more than 200 Indian students had been laid low last week by the Russian strain of influenza. Bailey said his office was called last week by school officials who reported that more than 100 students a day were going to the infirmary with flu symptoms of headache, muscle ache, fever and cough. Normally only 30 to 50 students show up for treatment on any given day. The outbreak came and went suddenly, Bailey said, lasting only three to five days. "We thought it was Russian flu when we first went up there because of the explosive nature of the outbreak," Bailey said. "It appears suddenly and goes away just as suddenly." He said the source of the outbreak has not been identified. "There are students there who come ana go but we have not been able to establish a causal connection. It has not spread to other public schools and seems confined to the Indian school." Symptoms of Russian flu are severe but shortlived. Bailey said no vaccine is available to the public yet but is in the process of being manufactured.
