County Commissioners Com-missioners accepted the third petition, and moved to obtain a feasibility study to predict Fairfield's probable success at maintaining a municipal government with present and projected costs and tax revenues. Civil Science Engineering began the required feasibility feasibili-ty study in April and presented pre-sented the results in two public meetings in September. Septem-ber. Although the feasibility study projected a deficit, residents res-idents challenged several of the study's assumptions and continued to favor incorporation. incorpora-tion. They pointed out that revenue would be higher and costs could be brought down from the estimates. The former LDS Church ranch is no longer tax exempt because it is now privately pri-vately leased. Other businesses busi-nesses in the town will also begin to pay light industrial taxes instead of grazing land property taxes. Also, estimates esti-mates on salaries for town employees can be deleted, since the town will start with volunteer workers. Now that the County Commission has approved Fairfield's Articles of Incorporation, Incor-poration, the next step is for the commissioners to appoint a mayor and town council for the interim until the next regular municipal election. Residents have submitted a list of candidates for the offices. After the posts are filled, the articles will be filed with the Utah Lieutenant Lieu-tenant Governor's Office for ratification. Fairfield residents resi-dents are hoping for final ratification before 2005 so tax revenues can go to the new town.
