shall never be surrendered ads suspended endab or contract fid ed away all taxes shall be uniform upon the same bamo class blass of property rp erty within the territorial limits or of t the e authority lev levying ing the tax and shall hall be ba levied and col collected T oa for public purposes only 2 the legislature shall p provide i ovide b by la law faran for an annual tax sufficient pitk other of revenue rc denue to cefra defray the estimated ordinary expenses expense 0 of the state for each fiscal year for the purpose of paying the state debt if any there be the legislature shall provide de for levying jey ying abax a tax annually sufficient to pay the banual annual interest and principal of such debt within twenty years from the final passage of the law creating 9 the debt 3 there shall be exempt from taxation property of the united states of the state counties cities towns school districts municipal corporations and ape public libraries lots with the buildings gs thereon ntina and used exclusively for either religious worship or charita charitable le purposes and places of burial not held or used fo for privateer private or corporate benefit ditches Dif ches canals reservoirs pipes es and flukes flumes owned and used by individuals ply bals or corporations for irrigating lands owned by such individuals or corporations or the individual members thereof shall not be separately taxed so eb long as the they y shall browned be owned and used exclusively for such purpose provided that mortgages upon pon real and and perso personal al property shall b be ex exempt empt from taxation an and that thai the taxes of the indigent poor may be remitted oi or abated at such time and in such manner as maybe provided by la law w 4 the legislature shall not impose taxes forthe pal purpose pose of any any county city town or other municipal corporation but may by law vest in the coi corporate authorities thereof respectively the power to assess and collect taxes for all purposes of such corpora corporation 1 6 7 the hd surface ground of all alnes mines and mining claims both placer and rock in an place containing br or bearing gold silver to copper pet lead iron abrl or ther other valuable metals metals after purchase thereof from the united states shall be taxed at dt a value not greater than the price paid the united state unless dunles the surface ground or some partA part thereof hereof of such mine br blaim is used for other than mining pr purposes poses and has a peper ate and independent value for such other purposes in in which case said afir surface ground or any amy part thereof so used fr for other than mining purposes shall bf taxed at its value for su such ch other purposes pui poses asi as provided by law and all machinery used in mining and all property taid and surface improvements upon or to r mines 1 ines and mining claims which have a i value separate and nd independent defendent an of such mines or mining shall be taxed as provided by law all lands containing coal granite tone marble onyx gas oil hydro car bons gyps gypsum im or other valuable mineral de deposits josits other than those enumerated bove above in this section after purchase ti tl thereof fi from om the united states and all property and surface improvements upon or appurtenant to such lands which have a value ee and independent of all such lands shell shall be taxed as provided by lawn law in ih addition to f fhe he as assessment ses ot of the surface grounds ground 9 improvements improvement prove pro ments and machinery of mines and mining claims all mines and mining claims producing net proc proceeds eads shall cc be taxed at a value not to exceed three times such net proceeds 6 an accurate statement of the receipts and expenditures of the public moneys shall be published andua annually ly in such manner as the legislature may provide 7 the rate of taxation on property for foi state purposes shall never exceed eight mills on each dollar of valuation to be apportioned portioned ed as follows not to ex exceed aeed tp four il r and one on eha mills on each dollar of bf valuation for general state pur purposes oses not to exceed three mills on bac each dollar of valuation for district school purposes pui poses not to exceed one milf half mill on each dollar of valuation for high school purposes that part of the state tax apportioned to high school purposes shall constitute a fund to be called the agh h gh school fund and shall bo be apportioned to the cities and school districts maintaining hi high schools in the manner the lg legislature gs lature may mav provide and whenever the taxable property within the state shall amount to fur four hundred million dol dollars I 1 ars the rate shall not exceed five mills on each dollar of valuation unless a proposition ro position to increase such rate specifying the rate proposed and the time during which the same shall be levied be first submitted toa to i vote of S uch such of the qualified electors df u f the state as in the year next preceded proceeding such election shall hall have paid a property tax assessed to ta them within the state and the majority of those voting thereon shall vote dote in favor thereof in ucb such manner di as may be provided by law 8 the making of pro profit out ot of public bubli moneys using the same for any an purpose not authorized by law by any public officer shall be deemed a felony and shall be punished ag as provided by law but part of such punishment shall I 1 e disqualification alifi
