Section proposed to amend. That it is proposed to amend Section I of Article XIX of the constitution of the Slut of Utah so that the same will read as follow : SECTION S Location of public institutions and disposition of lands. The public institutions of the Stato are hereby permanently located at tho places hereinafter named, each to have the lands specifically granted to it by the United States, in the Act of Congress, approved July 16th, 1K4, to be disposed of and used in euch manner m the legislature may provide: First: The seat of government and the State fair at Balt I ake City. bocond : The institutions for the deaf and dumb, and the blind, and the State reform hool at Ogden City, in the county of Weber. , Third: The Utah State hospital at Provo City, in the county of Utah. SECTION 2. Secretary of State to pub- -i h. The secretary of State is directed to enube this proposed amendment to be pub- l.bed as required by the constitution and to be submitted to the electors of the Slate at the next general election in the nu nmr provided by law. There shall be a State tax commission consisting of four members, not rrotc than two of whom shall belong to tin Fame political pa ty. The members of ihe commission rhall be apiomted by the governor, by and with the consent of the bennte, for such terms of office as may be provided by law. The State tax commission shall adnnm t r and supervise the tax lawn of the State. It shall assess nurus and public utilities and adjust and ecjualut the valuation and assessment of property among the several counties. It shall have such other powers of original aessment as the legislature may provide. Under euch regulations in such cies and within such limitations as the legislature may prescribe, it shall establish ayntems of puhhc accounting, review proposed bond issue, revise the tax levies and budgets of local governmental units, and equal ue the amrHment and valuation of property within the counties. The duties imposed upon the State board of equalisation by the constitution and laws of this State shall be performed by the Mate tax commission. In eath county of this State there shall be a county board of equalization ig of the board of county commissioners of said county. The county boards of equalization shall adjust and equalise the valuation and asseshment of the real and personal property within their respective counties, subject to such regulation and control by the State tax commission as may be prescribed by law. The State tax communion and the county boards of equalisation shall each have such other powers as may be prescribed by the legislature HU'TION 2. Secretary of State to publish. The secretary of State is directed to cause this proposed amendment to be published as required by the constitution and to be submitted to the Electors of the State at the next general election in the manner provided by law. SECTION 3. To take effect when. If approved by the electors of the State, this proposed amendment shall take effect on the 1st day of January, 1991.
