To what extent should new growth be allowed to impact the county, and what is the County Commission's role in overseeing growth? A concept being developed by the present commission under the aegis of Dr. Froelich is entitled, "Concurrency." The theory is that at the time of development simultaneous plans (if not already Implemented) to have the services adequate to meet the needs of not only the existing users but also for those in the planned development will be in place. That does not prevent or deter runaway development. ; When the area in which a person lives no longer fits the person's comfort level because of impact, stress is the result. The primary task of county commission is to provide for health, safety and welfare for all of the people; they must govern with foresight. ; 2. Economic development is not only essential to the greater Park city, which is growing in tourism from solely winter to all seasons, but equally essential to the rest of the county. It isn't necessary to import people for jobs when we have a county work force that can be trained to fill the necessary positions of increased industry. It is imperative to entice industry that does not depend on tourism to aid in the support of the county. 3. What is the County Commission's role in ensuring that adequate school systems, water resources, infrastructure and health safety needs are met? The County Commissioners' job should be to ensure that adequate infrastructure exists or will exist before approval of any future developmentAdequate guidelines from the Board of Education; the Public Service Commission; Air Quality Board; Sewer District; etc., as well as providing for the aesthetic quality of life including but not limited to the open spaces, the trail systems, protection of the natural wildlife, the rights of farmers to continue to graze their cattle and sheep undisturbed. 4. What is the greatest challenge facing the County Commission? The greatest challenge facing the County Commission is providing for the general welfare as stated in the Preamble to the U.S. Constitution while still protecting the inalienable rights of the landowners in their desires for their large tracts of land. It is a study in negotiation and compromise without the loss of safety in mind as well as body in the times in which we live. Candidates are the fastest growing district in Utah. This fact is beginning to cause a serious threat to our basic educational resources. We all must agree upon the most efficient use of our school facilities. When the County is approached by individuals or developers, there are items that the Summit County Commissioners have to truly and honestly take a look at and plan for. These are: adequate school systems, fire stations, water resources, gas and electrical, and also health needs. This all consists of the greater plan. The way that the county has let anyone who wants to, whether it be developers or individuals, build as many houses as they need and move in or sell to others. Without taking a look at how we as a county are going to take care of all these people we need to put a lid on it. 2. Is economic development important to the greater Park City area, and do you think more people should be enticed to move here for jobs? Without jobs there is no tax base. Without a tax base the only community continue to help us identify our most urgent needs, obtain appropriate plans and see construction through to completion. (Joyce Y. With the recent impact on the county people are afraid of the term development. This should not be when mentioned with Economic Development. This is all part of the greater plan, when a company needs to relocate or move to the county without the help of an economic development department there is nowhere to locate therefore they move to another county. An economic development's role is ensuring that businesses do not hinder other people. Their job is to make sure that businesses are looking in the area that the county has zoned for them, also being the mediator between the county and the business, also enticing new business to the county so that there would be jobs for the residents. 3. What is the County Commission's role in ensuring that adequate school systems, water resources, infrastructure and health safety needs are met? The county is run by the County Commissioners who are elected by the people. It is the sole purpose of the Commissioners to ensure that the people of Summit have adequate school systems, water resources, infrastructures and health facilities. This is part of the greater plan, and should be taken care of before any permits to build homes are released. 4. What is the greatest challenge facing the County Commission? The greatest and most challenging role that I feel, for the Summit County Commissioner would be ensuring that every person in the Summit County area is adequately provided for. Also to provide jobs for the people, thus lowering taxes. The other item that I feel is very important is keeping in touch with the people and knowing what they are concerned with communication with the people. future cost money, but we can prove ourselves frugal, tightfisted and very careful with what we have, we should not ask for more. This is a community that has proven in the past to be very interested and supportive of the schools. I want to be part of the board of education worhty of that support. The Swallows Have Capistrano. County infrastructures and services should not shoulder the financial burden as a result from new growth; new growth should pay its way through development impact fees. This will be a major component of the Snyderville Basin General Plan to be implemented in January, 1993. Making final decisions on new development proposals, with recommendations from the Planning Commission, will be the responsibility of the County Commission. 2. Is economic development important to the greater Park City area, and do you think more people should be enticed to move here for jobs? Summit County and the greater Park City area has the finest sports facilities in Utah. Economic development in a destination resort is critical. Additional companies desiring location at the Industrial Park should be of the same high profile, environmentally sensitive companies that exist now. Now it's up to you. VOTE. r. J 3. What is the County Comm'ssion's role in ensuring that adequate school systems, water resources, infrastructure and health safety needs are met? Utah State Statute mandates that counties provide the health, safety, and welfare of its citizens. I pledge the following: Working with the county school districts, as much as the law permits, to ensure that schools can fund and educate their children. Lobbying the state legislature to provide school districts, who can demonstrate a need, with the authority to assess impact fees. The commission is presently working with the state engineers office on a water study detailing the physical availability of water in the Snyderville Basin. The county commission will address the issue when the studies are completed. Once this is accomplished, policies, via the Snyderville Basin General Plan will be formulated. Requiring that public facilities and services are available before new development is approved is a critical element of the Snyderville Basin General Plan. The county recently installed la. new E-911 system; the Health Department administers several programs for the benefit of county residents. I strongly believe in maintaining and improving public safety and health programs. 4. What is the greatest challenge-facing challenge-facing the County Commission? Managed growth and insuring that infrastructure is concurrent with new growth. With the loss of revenue from the oil and gas industries, we must look at all possibilities to cut excess spending and evaluate programs to insure that tax dollars are being spent wisely. The county must consistently strive to protect the citizens and maintain their quality lifestyle. Other issues that need to be addressed are: Preservation of multiple use of public lands, Sub-Title Sub-Title D Regulation concerning landfills; Improving and expanding county roads and jail facilities. the warm, bright indoor tennis and racquetball, for the aerobics classes, for the drop-in sports.
